Former Minister of National Defense Kim Yong-hyun was revealed to have ordered the 100th Brigade under the Army Intelligence Command to stand by near the Government Complex Gwacheon before the declaration of martial law.
On the 10th, Army Major General Moon Sang-ho, Commander of the Army Intelligence Command, appeared at an emergency hearing of the National Defense Committee of the National Assembly and responded to Democratic Party lawmaker Park Seon-won's question, "Who ordered the 100th Brigade to stand by?" by saying, "I received the mission from the Minister and gave the order." The 100th Brigade is one of the subordinate units of the Intelligence Command that carries out special missions. When asked about the mission of the 100th Brigade, a senior military official said, "Answers are restricted due to military security."
He also answered Democratic Party lawmaker Kim Byung-joo's question that, under former Minister Kim's orders, 10 field-grade officers were dispatched to the National Election Commission, recalling, "I remember receiving the order around 10 to 11 a.m. on the day of the martial law declaration," and said, "The first order was to form about one team to stand by at night during that week as a mission might be assigned."

However, he stated, "The mission we (the Intelligence Command) received was to go to the National Election Commission, check the location of the computer room, guard it, and hand it over to another team when they arrive," and revealed that he personally gave the order to the Intelligence Command team dispatched to the National Election Commission to take and send photos of the computer room.
