Article 2 of the Higher Education Act Includes Distance Universities as Schools

View original imageOn the 29th of last month, Assemblyman Joo Ho-young and 10 other members of the National Assembly proposed the "Partial Amendment to the Act on Welfare of Persons with Disabilities," which includes provisions guaranteeing the eligibility of remote university students and graduates to take the national examination for speech-language pathologists. The bill is currently under committee review.
In particular, Daegu Cyber University emphasized that according to Article 2 of the Higher Education Act, remote universities are clearly included as a type of school, pointing out that conflicting provisions in the Act on Welfare of Persons with Disabilities cause legal contradictions.
They also argued that since other national certifications such as social workers and clinical psychologists allow qualification acquisition by remote university graduates, the recent Supreme Court ruling is against principles of equity and fairness.

Jeon Jong-guk, Special Vice President of Daegu Cyber University, stated, “Despite taking the national examinations administered by the state, the ruling ignores reality, causing difficulties for current students. The country must take proper responsibility and provide solutions, and the amendment to the Act on Welfare of Persons with Disabilities should be expedited.”
