At the Supreme Council meeting held at the National Assembly on the morning of the 5th, Kim said, "I think the occurrence of martial law, which should never happen, is because the Yoon Seok-yeol administration has failed to properly inform the public about what achievements it is making and how outrageous the Democratic Party is." He added, "In that sense, I reflect on myself and criticize myself." He continued, "It is unprecedented in history that the government is already facing its 23rd impeachment motion as it passes the two-and-a-half-year mark of its term," and said, "I believe this itself shows the outrageousness of the opposition." He also showed signs of choking up, saying, "I deeply regret that we failed to properly inform people about these matters."
He claimed, "When you look at the conclusion of the impeachment motion, you are truly shocked. It brings up the Itaewon incident," and said, "So-called 'value diplomacy' was used as an excuse to antagonize North Korea, China, and Russia. Ultimately, even if unseen, there is a confrontation on this land between pro-America and pro-North Korea, pro-China factions, and the impeachment motion contains their rebellion." Previously, the impeachment motion proposed by six opposition parties included the statement that "under the guise of value diplomacy, geopolitical balance was disregarded, antagonizing North Korea, China, and Russia, while stubbornly adhering to a bizarre Japan-centered foreign policy."
