On the night of the 3rd, Kim Dong-yeon, Governor of Gyeonggi Province, sent an urgent letter regarding the emergency martial law situation to foreign heads of state, governors, heads of international organizations, ambassadors to Korea, and foreign-invested companies with whom he has exchanged communications as Deputy Prime Minister for Economic Affairs and Governor of Gyeonggi Province.
In the letter, Governor Kim stated, "I clearly conveyed that we are calmly and flexibly responding to the situation while maintaining the solid foundation of our economy." He also added, "Gyeonggi Province reaffirmed that it will steadfastly maintain existing cooperative relationships."
