Seven Strategies Presented Including 'Change and Innovation for a New 100 Years'
Goseong County in Gangwon Special Self-Governing Province announced that County Governor Ham Myeong-jun explained the major achievements of 2024 and the direction of county administration for 2025 through a policy speech at the first plenary session of the 2nd regular meeting of the 358th Goseong County Council held on the 2nd.

View original imageGovernor Ham first expressed his gratitude to all the residents and council members who have shown unwavering interest and support for Goseong County’s journey, which has been steadily advancing step by step to realize the vision of “Hopeful Future, Peace-Centered Goseong.”
He continued by stating that since the launch of the 8th local government administration, prioritizing residents’ happiness and revitalizing the local economy has been the highest value, and as a result of relentless efforts, meaningful changes are appearing everywhere. It has been a year in which the passionate enthusiasm and resilience of Goseong residents shone brighter than ever.
The creation of Hwajinpo National Marine Ecological Park is a significant challenge for the next 100 years of Goseong County and will develop Goseong into a global ecological peace marine tourism landmark. It will also become a new growth engine for Gangwon Special Self-Governing Province, and Governor Ham expressed his determination to ensure its successful realization.
Major achievements in 2024 include ranking first among counties in the government joint evaluation, a 22% increase in beach tourists compared to the previous year with 2.08 million visitors, ranking 5th nationwide in the summer vacation travel satisfaction survey, and the upcoming designation of the “Goseong Unification Observatory Ecological Security Tourism Site No. 1” as a forest use promotion district under the revised Gangwon Special Act. Additionally, large-scale private investment development projects such as the creation of a metropolitan marine tourism complex zone, Songjiho 4 Heritage Hotel & Resort, marine deep-sea water utilization promotion projects, and the establishment of the 2nd specialized agricultural and industrial complex are progressing smoothly.
Furthermore, support for the move-in of 100 units of LH public rental housing in Geojin, the Goseong Chiksso cattle breed being developed as a premium brand has completed trademark registration with the Korean Intellectual Property Office and recorded 500 heads of cattle, and the county was selected as the top local government in the province for a customized welfare sharing campaign. It also received the Minister of Health and Welfare Award for excellence in operating a sheltered workshop for the disabled and a dementia relief center.
Regarding selected public contest projects, Goseong secured funding for the Songjiho East Sea Northern Hub Resource Project with 19.5 billion KRW, the Fishing Village New Vitality Promotion Project at Oho Port in Jukwang-myeon with 10 billion KRW, the Bondre Podre Fisheries Tourism Center Construction Project with 10 billion KRW, the Our Neighborhood Revitalization Contest Project with 8.3 billion KRW, the Galbeoltteul Harmonia Creation Project with 7.6 billion KRW, the Vulnerable Area Living Condition Improvement Project in Daejin 5-ri with 2.3 billion KRW, and the designation of Toseong and Hyeonnae Sewerage Maintenance as a priority management area with 30 billion KRW. These projects have laid the foundation for designing a hopeful future to promote Goseong’s development and enhance residents’ happiness.
The main policy directions for the upcoming new year include seven strategic goals: change and innovation for the promise of a new 100 years, a quantum leap in the resident population marking the start of the tourism era, a sustainable economic growth city, a welfare city with advanced education, trusted administrative services, a happy agricultural and fishing village where everyone prospers together, and the establishment of future-oriented urban infrastructure.
To ensure the smooth implementation of these policies, Goseong County has prepared a budget proposal of 414.1 billion KRW, which is a 1.5% increase from this year’s budget of 408 billion KRW, and submitted it to the county council.

Governor Ham concluded his policy speech by saying, “Next year, together with the residents, we will wisely overcome any great challenges and fill the time with greater hope and glory,” and requested “the county council’s active support and cooperation for the 2025 budget to ensure the warm lives and safe daily lives of our residents.”
