Informant A, who revealed that they live in a row house in Uijeongbu, Gyeonggi Province, began by saying, "I have been visiting the rooftop daily with my pet dog for the past year." According to A, the rooftop is a freely accessible area where residents grill meat and enjoy short walks with their pets.
However, recently, A heard from the building manager that "a resident living on the floor below the rooftop works at night and sleeps in the morning, but the dog running around is disturbing their sleep." Afterward, A explained, "I put a leash on my dog to prevent it from running."
Then, on the morning of the 18th, when A visited the rooftop as usual, they were shocked to find that someone had blocked the rooftop entrance by piling up items. A immediately filed a complaint with the management office, and that evening, after confirming the items had been removed, A went to the rooftop with their dogs only to find thumbtacks scattered around.
