The ‘Integrated New Office Building Construction’ project for Yeongdeungpo-gu Office, the most outdated district office building in Seoul, has passed the Seoul City investment review and is now on track for full-scale construction with a target completion in 2030.
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that the ‘Integrated New Office Building Construction’ project has smoothly passed the feasibility study by the Korea Local Finance Association and the Seoul City investment review, and is progressing without any setbacks as planned.
The current Yeongdeungpo-gu Office building, completed in 1976, has become cramped and inconvenient for residents after 48 years, with issues such as limited space, insufficient parking, and administrative inefficiency caused by the dispersion of civil service departments. To resolve these problems and provide citizen-centered hopeful and happy administrative services, the district prepared a ‘Basic Plan for New Office Building Construction’ and has been carrying out the necessary preliminary administrative procedures for the full-scale project.
With the recent approval of the investment review, the district plans to proceed with a ‘design competition’ and ‘basic and detailed design’ to begin the blueprint work for the full-scale ‘Integrated New Office Building.’ The integrated new office building is scheduled to begin construction in 2027 and be completed by 2030.
The site for the new office building is located on the southern side of Dangsan Neighborhood Park (Dangsan-dong 3-ga 385) and the Parking Culture Division site (Dangsan-dong 3-ga 370-4), with a total floor area of 68,362㎡ and a land area of 10,562㎡. The site will house the district office, council, daycare center, and health center. In addition to office spaces for each department, convenience facilities for residents such as a daycare center and a public community center will also be created.
By integrating the separated civil service offices that were dispersed across the main building, annex, health center, and Parking Culture Division due to the scattered operation of the office buildings, it is expected that citizen-centered one-stop administrative services will become possible. Furthermore, various community spaces for leisure and relaxation will be provided, aiming to transform the ‘Integrated New Office Building’ into a space for healing and culture.
The construction of the ‘Integrated New Office Building’ will proceed using a ‘circulation method,’ building the new office building on the site adjacent to the current office. This approach minimizes inconvenience to residents visiting the office and prevents work interruptions by operating the current office without relocating to an external temporary office.
Additionally, the project aims to promote win-win development by protecting the surrounding commercial district from decline, such as decreased sales and increased vacancy rates, thereby preventing the hollowing out and stagnation of the local economy.
After relocating to the new office building, the existing office building will be demolished and the ‘Dangsan Neighborhood Park’ will be restored on the site. The district plans to build the ‘Integrated New Office Building’ as a cultural and recreational space for residents, making it a landmark in the southwestern part of Seoul and a focal point for regional development. Furthermore, since the new office building will be located at Yeongdeungpo-gu Office Station on subway lines 2 and 5, a major transportation hub, and is adjacent to Yeouido’s financial district and Mullae-dong, which is expected to lead jobs in the 4th industrial revolution, the construction of the ‘Integrated New Office Building’ is anticipated to be a signal for Yeongdeungpo-gu’s leap forward as a representative economic and cultural city in Seoul.
The current district office building received a safety grade C in a detailed safety inspection conducted in 2021, and due to aging facilities and safety concerns, repair and reinforcement costs have been incurred annually. Additionally, the office space is the second smallest among Seoul’s autonomous districts, and 17 out of 33 departments are dispersed in annexes outside the main building, causing significant inconvenience to residents visiting the office. In fact, a survey conducted last year showed that 70.8% of respondents agreed on the necessity of constructing a new office building.
