The Gyeonggi Provincial Economic Science Promotion Agency published a report titled “Current Status and Implications of Industrial Technical Personnel in Gyeonggi Province” on the 15th, containing these findings.
This report was prepared using Gyeonggi Province data from the 2023 Industrial Technical Workforce Supply and Demand Survey conducted and published by the Ministry of Trade, Industry and Energy and the Korea Institute for Advancement of Technology, supported by Gyeonggi Province’s budget.
Industrial technical personnel refer to individuals with a high school diploma or higher who work in businesses in roles such as research and development, technical and production positions, information and communication-related managers, and executives. They are considered a very important factor for the competitiveness of industries and companies.
As of 2022, the number of industrial technical personnel in the province was counted at 495,288, accounting for 29.1% of the nationwide total of 1,699,674. This is the largest number among local governments nationwide.
By age group, those in their 30s and 40s accounted for 70.1% of the total industrial technical personnel. Males made up 86.6%, while females accounted for 13.4%. Among the industrial technical personnel in the province, foreigners numbered 17,232, representing 3.5%, which is higher than the national foreigner ratio of 1.6%.
By industry, the numbers were as follows: Electronics 70,456; Research and Development 63,565; Machinery 39,241; Chemicals 33,499; Metal Product Manufacturing 31,165; Automotive 28,713; Architectural Technology, Engineering, and Other Scientific and Technical Services 27,545; Software 26,520, among others.
The shortage of industrial technical personnel in the province was 10,716, accounting for 27.9% of the nationwide shortage of 38,476. The shortage rate was surveyed at 2.1%. The shortage refers to the number of personnel needed beyond the current workforce for normal business operations.
By industry, shortage rates were high in generally labor-intensive sectors such as Wood and Wood Product Manufacturing at 11.0%, Furniture Manufacturing at 10.1%, Chemicals at 5.0%, and Textiles at 4.2%.
Accordingly, the Gyeonggi Provincial Economic Science Promotion Agency emphasized the need for stable workforce training and supply, considering the characteristics of industrial technical personnel who require long-term training and are difficult to replace with other personnel. It proposed four major policy tasks: ▲ implementing independent workforce training policies tailored to the distribution characteristics of industrial technical personnel in Gyeonggi Province ▲ devising solutions to mismatches between hiring companies and job seekers ▲ adopting a mid- to long-term policy approach and project implementation ▲ and differentiated policies by industry considering industrial growth cycles.
