A woman known as the 'most beautiful local government head' in Taiwan was sexually harassed during a visit to Japan, leading her to fight back by kicking the perpetrator in the groin and reporting the incident to the police. The case became known after the woman shared a video she personally recorded of the situation on her social media (SNS), sparking issues in both Japan and Taiwan.

Local Japanese media reported that Heo Zuning, the head of Pudingli in Dong District, Hsinchu City, Taiwan, was sexually harassed near Otsuka Station in Tokyo on the 15th. Heo posted a video of the incident on her Instagram story.
In the released video, a man who appears to be intoxicated approaches Heo holding a beverage can. The man calls out loudly to Heo using a mix of somewhat awkward Japanese and English, but Heo firmly rejects his approach by waving her hand. Even after changing her walking direction, the man continues to follow her, prompting Heo to enter a nearby bookstore, but the man persistently chases her.
Eventually, the man touched Heo’s buttocks twice as she was leaving the store. In response, Heo kicked the man near his groin and then sought help from the police. The moment Heo fought back is not shown in the video, but scenes of the man bending over and police officers chasing him after arriving were revealed. It was reported that the man was arrested by the police at the scene.

This incident became an issue not only in Japan but also in Taiwan. On the 18th, Heo posted on Instagram in Chinese and Japanese, stating, "This incident was covered by Japanese news, causing political issues regarding Japan-Taiwan relations," and clarified, "The man who harassed me was not Japanese but a foreigner." The nationality of the man has not been disclosed.
Heo added, "Although I experienced this in Japan, I will not dislike Japan," and said, "The Japanese police even prepared an interpreter when taking my statement. The Japanese police worked very hard, and I am truly grateful for their efforts."
