Annual 1.2 Million KRW 'Cheonsa Support Fund' for Incheon Children Aged 1-7... Applications Open from the 10th This Month
Support for children born from January 2023 who turn 1 this year
Applications must be submitted within 60 days of the child's birthday each year
The 'Cheonsa Support Fund' system, which provides 1.2 million KRW annually to children aged 1 to 7 born in Incheon, will be fully implemented.
Incheon City announced that it will begin accepting applications for the Cheonsa Support Fund, part of the Incheon-style birth policy '100 Million Plus i Dream (i dream),' starting from the 10th. The Cheonsa Support Fund is a system that provides a total of 10.4 million KRW, including 2 million KRW from the First Meeting Voucher celebrating birth, and 1.2 million KRW annually to children aged 1 to 7, totaling 8.4 million KRW.
In addition to the existing child allowance of 100,000 KRW per month, including national subsidies for children aged 0 to 7, children aged 1 to 7 in Incheon will receive an additional 1.2 million KRW annually through the Cheonsa Support Fund. Eligible recipients are children aged 1 to 7 who have lived in Incheon with their father or mother for more than one year based on their birth date, starting with those born in 2023 who turn 1 this year.
The support fund is paid as a lump sum of 1.2 million KRW annually and must be applied for within 60 days of the birthday to receive the payment. Children born between January 1 and June 9, 2023, who turned 1 before the program started, must apply by August 8 this year. If the application period passes, the support fund for that year cannot be received.
The Cheonsa Support Fund is paid in Incheon Love Gift Certificates (Incheon e-eum) points, a local currency, upon application within the deadline. Applicants must register in advance on the Incheon e-eum app and obtain a card. The support fund points can be used at Incheon e-eum affiliated stores for 12 months from the date of point issuance, and points unused after the expiration period will be automatically forfeited.
The city expects about 14,000 children eligible for the Cheonsa Support Fund this year to benefit. An Incheon City official said, "Following the transportation expense support for pregnant women that started in April, the implementation of the Cheonsa Support Fund signifies the full-scale promotion of the Incheon-style birth policy '100 Million Plus i Dream.' We will continue to strive to create a better environment for raising children."
Meanwhile, the '100 Million Plus i Dream' policy, which provides a total of 100 million KRW to children born in Incheon until they turn 18, includes 72 million KRW from government and local government support such as parental benefits, child allowances, first meeting vouchers, and elementary to high school education expenses, plus an additional 28 million KRW from Incheon City's own budget for the Cheonsa Support Fund, i Dream Allowance, and transportation expenses for pregnant women, totaling 100 million KRW.

Following transportation expenses for pregnant women and the Cheonsa Support Fund, the i Dream Allowance is also being negotiated with the Ministry of Health and Welfare, aiming for implementation in the first half of this year. The i Dream Allowance provides 150,000 KRW monthly, totaling 19.8 million KRW, for children aged 8 to 18, after the child allowance ends.
