Civic Groups Urge South and North Korean Governments to "Stop Leaflet Distribution and Hostile Acts"
People's Solidarity for Participatory Democracy (PSPD) urged the immediate cessation of hostile acts, including the distribution of leaflets by both South and North Korea, in a statement on the 29th.
On the 28th, PSPD condemned North Korea's distribution of leaflets targeting South Korea and the distribution of 300,000 leaflets by a domestic civic group from Ganghwa Island, Incheon, towards the North on the 10th, stating, "We strongly condemn the leaflet distribution by both South and North Korea that escalates military tensions on the Korean Peninsula and threatens the rights of residents in border areas to live peacefully and safely, and demand the immediate cessation of hostile acts that provoke each other."
They added, "At a time when the risk of war is escalating more than ever, both South and North Korea must stop military actions and hostile acts that provoke each other, work to restore communication channels to prevent armed conflict and manage the crisis," and insisted, "The government must promptly prepare active countermeasures against the distribution of leaflets by civic groups targeting North Korea."

Earlier, the Joint Chiefs of Staff announced on the 28th that North Korea had distributed 'filth balloons' presumed to be leaflets targeting South Korea. At around 11:34 p.m. that day, Gyeonggi Province sent a disaster alert text message to some areas in Gyeonggi, stating, "Unidentified object presumed to be North Korean leaflets detected. Refrain from outdoor activities and report to military units if identified. Air raid Preliminary warning."
