Additional 6 Billion Won Issued for Nowon Sarang Gift Certificates... Expected to Revitalize Local Economy
Sale of 6 Billion KRW at 5% Discount Starting June 4th, 10 AM
Purchase Limit of 500,000 KRW per Person, Usable at 11,762 Seoul Pay Plus Merchants in the Area
Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it will invest district funds to issue an additional 6 billion KRW worth of 'Nowon Love Gift Certificates.'
The district has typically issued gift certificates ahead of holidays such as Lunar New Year and Chuseok, when household expenses increase. However, due to the recent economic downturn and growing interest and demand for local love gift certificates, the district plans to issue additional certificates in the first half of the year to revive consumer sentiment and stimulate the sluggish local economy.
The Nowon Love Gift Certificates, which will be issued from 10 a.m. on June 4, can be purchased at a 5% discount, with a monthly purchase limit of 500,000 KRW per individual. The maximum holding limit per person is 1.5 million KRW.
To purchase the gift certificates, users must download the newly updated ‘Seoul Pay Plus app’ from Google Play or the App Store as of May 22. Payment methods include cash purchase, bank transfer, and card payment. Registering accounts in advance can shorten the purchase time, as the certificates tend to sell out within 10 minutes on the day of issuance due to high demand.
The purchased gift certificates can be used at a total of 11,762 Seoul Pay Plus affiliated stores within the district, including restaurants, pharmacies, convenience stores, and academies. However, since the certificates are intended to support small businesses, usage is restricted at large supermarkets, gambling-related businesses, academies with annual sales exceeding 3 billion KRW, and directly managed stores. Details on usage locations and other information can be checked through the Seoul Pay Plus app.
The validity period of the gift certificates is five years from the date of issuance. For refunds, ‘full purchase cancellations’ are available at any time regardless of the period, and ‘balance refunds’ are provided if more than 60% of the certificate has been used, with the 5% discount support amount deducted from the remaining balance.
Meanwhile, the district issued 4 billion KRW worth of gift certificates in January, which were fully sold out. Given the high interest from residents in the Nowon Love Gift Certificates, the newly issued certificates are also expected to sell out quickly.

Oh Seung-rok, Mayor of Nowon-gu, said, “Unlike credit cards, local love gift certificates are restricted to use within the region, which increases local consumption equivalent to the amount issued and sold, greatly contributing to revitalizing the local economy. We hope this will be a great help to residents worried about rising food costs and to local small business owners struggling with management difficulties.”
