Gangnam-gu Develops In-House Disaster Response Training Program for Employees, 'Modu-ui Hunryeon'
Implemented disaster response procedure storyboard as a game from initial occurrence to recovery
Received positive feedback at the May 13 staff workshop for enabling a concrete understanding of the response process
Gangnam-gu (District Mayor Jo Seong-myeong) has developed an in-house training program called "Everyone's Training" over the past three months to strengthen employees' disaster response capabilities.
This program divides the disaster response procedures from the initial occurrence to recovery into a total of 25 steps, implemented in the form of a storyboard game. The process is as follows: eight people form a team and take on the roles of each task force within the Disaster Safety Countermeasures Headquarters. At each stage of the disaster situation, participants open mission cards and perform disaster response tasks according to their assigned roles to move forward on the game board.
Participants can sequentially experience all procedures such as on-site dispatch during disaster occurrence, situation dissemination, transporting casualties to hospitals, relocating evacuees to nearby shelters, preparing situation reports, media briefings, and recovery processes. To increase engagement, quizzes on essential disaster preparedness knowledge are presented during missions. The program consists of missions and scenarios common to various disaster situations, allowing customized training tailored to each type of disaster.
On May 13, at a disaster safety capacity-building workshop attended by about 150 employees, the first training using "Everyone's Training" was conducted, resulting in high satisfaction among staff. One participant praised, "While completing the missions, I was able to concretely understand disaster response methods that I had only known in a general sense until now." The district plans to disseminate the training program so that other local governments in need of educational programs can also utilize it.
