‘Communication and Empathy Time’ Held… Mayor Park Hyung-jun: “MZ Public Officials Are the Key Players of Global Hub City Busan”

On the 10th at 2 p.m., Busan City held a ‘Communication and Empathy Time’ event at the Future City Hall, attended by Mayor Park Hyung-jun and MZ generation public officials.

This was the fifth session following the one held at the Busan Cultural Foundation on the 29th of last month, organized to communicate with public officials in their 20s and 30s about ways to achieve administrative performance and to share various thoughts and opinions.
This ‘Communication and Empathy Time’ was conducted differently from previous formats, with an MZ generation public official who once dreamed of becoming an announcer and singer directly leading the event and performance with their vibrant talents. Using a digital communication program, questions raised on-site were answered immediately by Mayor Park.
First, employees responsible for major administrative tasks briefed on the progress of their respective projects, sharing personal thoughts and suggestions with Mayor Park and exchanging opinions.
In particular, they directly proposed to Mayor Park that more creative approaches are needed to achieve results in projects shaping Busan’s future, such as the advancement of the 15-minute city and the development of the Gadeokdo New Airport.
In response, Mayor Park said, “I will strive to establish a horizontal organizational culture where the strengths of the MZ generation, such as new ideas and creativity, can be actively utilized, and to institutionalize morale-boosting measures to create a harmonious public service culture unique to Busan.”
Junior public officials, who usually have relatively few opportunities to meet the mayor face-to-face, empathized and communicated with him as public servants jointly building the public service community, rather than within the rigid hierarchical and top-down structure.
The MZ generation public officials asked many questions ranging from Mayor Park’s personal interests such as health management, English study, self-development, and memorable movies, to the future vision of Busan as a global hub city and development tasks for Busan after 2030, sharing diverse opinions about the future Busan citizens dream of.
They also engaged in in-depth discussions about the direction the public service should take in the future, including organizational culture and personnel philosophy, in relation to the recent survey by the Ministry of Personnel Management which revealed that 4 out of 10 public officials in their 20s and 30s are considering changing jobs.
Mayor Park Hyung-jun stated, “The strengths of the MZ generation, such as creativity and flexibility, will greatly contribute to the development and innovation of city administration. I will continue to work hard to establish conditions and institutional measures that allow public officials in their 20s and 30s to fully demonstrate their capabilities.” He added, “I hope our city’s MZ generation public officials will stand tall as the main actors of ‘Global Hub City Busan’ with public spirit and pride.”

In response to recent concerns about the departure of junior public officials from the public service, the city is promoting communication meetings (such as Innovation Challengers and Cheongnyeom Galmaegi) to boost morale and foster a horizontal organizational culture, as well as education to establish a horizontal organizational culture.
‘Innovation Challengers’ is an innovation group composed of public officials in their 20s and 30s affiliated with Busan City, aimed at improving work methods and organizational culture. ‘Cheongnyeom Galmaegi’ is a group of public officials under 39 years old affiliated with Busan City, formed to discover integrity policies and promote the brand value of Integrity Busan.
