Jung-gu, Honoring and Supporting Natives... Awarding Tobakipae and Exempting Public Parking Fees
Ordinance on the Respect and Support for Native Residents of Jung-gu, Seoul Special City
Jung-gu, Seoul (Mayor Kim Gil-seong) enacted the "Ordinance on the Respect and Support for Natives of Jung-gu, Seoul" and announced it at the end of April.
According to the ordinance, the mayor may invite and honor natives at various events hosted by the district, reduce parking fees at public parking lots installed and managed by the district, waive fees for issuing certificates, and provide volume-based waste bags. Administrative and financial support is also possible for voluntary groups such as native associations.
In addition, natives will be able to use community center programs free of charge starting in July.
This ordinance establishes a basis for honoring the "living roots of history and culture" of Jung-gu, aiming to increase local pride and attract population inflow. After Mayor Kim Gil-seong awarded certification plaques to newly selected natives last December and proposed "actively considering priority support for Jung-gu natives," the ordinance was actively promoted. The ordinance was submitted to the Jung-gu Council in April this year and has completed review.
Since 1999, Jung-gu has awarded native plaques annually to residents who have continuously lived in Jung-gu for over 60 years. As of the end of last year, a total of 198 natives have been identified, of whom 84 currently reside in Jung-gu.

Mayor Kim Gil-seong said, "The past 60 years of Jung-gu, which embraces Myeongdong, Namsan, Cheonggyecheon, Namdaemun and Dongdaemun markets, parallels the dazzling growth and changes of Seoul," adding, "The stories of Jung-gu natives are the history of Seoul." He also stated, "We will continue to listen to the stories of elder natives and sincerely honor them so that they feel the pride of having lived long in Jung-gu."
