The ruling and opposition parties met on the 2nd under the chairmanship of National Assembly Speaker Kim Jin-pyo to discuss the plenary session agenda for the 'Chae Sang-byeong Special Prosecutor Act,' but failed to reach an agreement, intensifying the conflict.
After the meeting in the afternoon, Floor Leader Hong Ik-pyo emphasized, "Although there is still no final agreement on the Jeonse Fraud Special Act and the Marine Corps Death Incident (Chae Sang-byeong) Special Prosecutor, we remain firm in our position to handle them in this plenary session."
Subsequently, 142 Democratic Party members submitted a motion to change the agenda for the plenary session held at the National Assembly that afternoon to include the Chae Sang-byeong Special Prosecutor Act. They explained the reason for their consent as follows:
"Despite the fact that uncovering the truth about the unjust death of a Marine who died in the line of duty for the country and appropriately punishing those responsible is the realization of law and justice, there are suspicions that officials from the Presidential Office and the Minister and Vice Minister of National Defense were involved in obstructing the investigation and covering up the incident."
Itaewon Special Act Passed in the Plenary Session

They added, "We requested a state audit, but the government and ruling party ultimately refused, and by appointing a key suspect as an overseas ambassador to facilitate escape, they have shown no intention of uncovering the truth. On the other hand, the People Power Party agreed to the Itaewon Special Act, which was agreed upon by both parties, but opposed the Chae Sang-byeong Special Prosecutor Act.
Yoon Jae-ok, Floor Leader of the People Power Party and acting party leader, told reporters after a party meeting, "Handling the special prosecutor law is something that cannot be justified politically or ethically," adding, "I regret that they continue to engage in political strife until the very end and intend to push through legislative overreach."
