The Civil Affairs and Passport Division of Buk-gu Office in Gwangju Metropolitan City has received failing grades for four consecutive years in the comprehensive performance management evaluation. It has been pointed out that there is a need to strengthen efforts to improve work efficiency and productivity with a sense of urgency.
According to Buk-gu on the 21st, the district recently conducted a comprehensive performance management evaluation targeting 45 departments. As a result, four departments including the Civil Affairs and Passport Division, Welfare Management Division, Human Rights Education Division, and Buk-gu Health Living Support Center received a "poor" rating, placing them in the bottom 10%.
The Civil Affairs and Passport Division has consistently scored at the bottom since 2020, and the Human Rights Education Division has been a regular on the lower ranks list for three consecutive years since 2021.
This evaluation is conducted to realize responsible district administration that residents can feel and trust. There are five major evaluation categories, and based on scores (out of 100), departments are classified into four grades: Excellent (20%), Good (40%), Average (30%), and Poor (10%).
In the quantitative evaluation of performance indicator achievement, there was only a slight difference between departments. It is reported that the main differences arose in qualitative evaluations such as "Does the task contribute to realizing Buk-gu’s vision?" and "Does it improve residents’ satisfaction?"
The Civil Affairs and Passport Division received relatively low scores in the "Key Tasks" category among the five evaluation items. The evaluation targets two projects: ▲ fast and simple one-stop civil service ▲ resident-centered customer satisfaction civil administration. Based on representativeness, challenge level, implementation, and achievement, the division was assessed as somewhat lacking.
The Human Rights Education Division faced difficulties in the department environment capability evaluation. It did not receive good scores in resource availability, task difficulty, service nature, and internal/external preference. Inside the department, there are complaints such as "Even though we work hard, there are few chronic complaints, and it seems to be misunderstood as an easy and comfortable place to work."
Since the department evaluation results are also used as basic data for performance-based salary of public officials at grades 3 to 5, the evaluations are inevitably sensitive. Each department that received low ratings is determined to receive better evaluations next year.
