29 Deliberations and Confirmations of Support Measures for Migrant Employees
The Sacheon City Public Institution Attraction Committee, launched as a public-private joint effort to efficiently attract government public institutions, has taken its first step.
Sacheon City in Gyeongnam announced on the 21st that it held the 1st Sacheon City Public Institution Attraction Committee meeting in the city hall’s main conference room, where it deliberated on relocated public institutions and support measures for relocated employees.
This meeting was organized to prepare for the second phase of relocating public institutions from the Seoul metropolitan area and to support the opening of the Space Aviation Agency. The committee appointment ceremony was also held, during which Mayor Park Dongsik presented appointment letters to 24 appointed members.
The city’s Public Institution Attraction Committee consists of 30 members in total, including 6 ex officio members and 24 appointed members. Professor Won Jongha of Inje University serves as the chairman, and Jo Yunhwan, head of the NongHyup Bank Sacheon branch, serves as the vice chairman.
On this day, the committee deliberated on three agenda items: recognition of public institutions, support measures for relocated public institutions, and support measures for relocated employees of those institutions.
First, the “Korea Aerospace Industry Promotion Association” was designated as a “public institution, etc.” under Article 2 of the “Ordinance on the Attraction and Support of Public Institutions, etc. in Sacheon City,” thereby establishing the basis for the association to receive support upon relocating to Sacheon City.
As support measures for relocated public institutions, the committee approved funding for purchasing office site land, office building construction costs, rental fees, and labor costs for hiring local personnel, which is expected to significantly reduce the burden on relocated public institutions.
Lastly, the committee reviewed a total of 29 identified support measures for relocated employees moving to the city along with the institutions. These measures include 4 in housing, 4 in transportation, 6 in relocation support funds, 8 in family support, 5 in temporary office support, and 2 in other categories.
In the housing sector, support includes low-interest loans linked with financial institutions for housing funds, group move-in support for apartment complexes, and provision of manuals for living in Sacheon. In transportation, new routes were established between Sacheon Terminal and the temporary office, direct bus routes from Jinju Station to the temporary office, increased flights at Sacheon Airport, and increased operation of high-speed trains (KTX, SRT).
Relocation support funds cover childcare expenses for relocated employees’ children, relocation settlement funds, interest on housing loans, monthly rent for residences, and support for housing brokerage and registration fees. For accompanying families, support includes priority personnel exchanges for spouses, job placement assistance, and family entrepreneurship support.
Additionally, to ensure the smooth opening of the temporary office scheduled for the end of May, the committee supports facility inspections of the temporary office, as well as changes in building use and remodeling of the office building.
Furthermore, Sacheon Love Cards will be issued to relocated employees and their families, allowing discounts on usage fees at cultural, tourism, and sports facilities operated by the city and its invested and affiliated institutions. Health checkup support for relocated employees and their families is also provided.
Meanwhile, on the 7th, the city announced the legislative notice of a revision to the “Ordinance on the Attraction and Support of Public Institutions, etc. in Sacheon City,” focusing on expanding the scope of support and specifying support measures for relocated employees.
Deputy Mayor Kim Seonggyu said, “Despite our city’s difficult financial conditions, we have included unprecedented and exceptional support measures to attract talented individuals. We will do our best to establish the status of the Republic of Korea’s aerospace capital and enter the global top 5 in space aviation.”

Mayor Park Dongsik requested, “Please review the support measures prepared by our city for the Space Aviation Agency and relocated public institutions so that relocated employees and their families can settle without inconvenience.”
