Comprehensive Inspection on Timely Payment Rate of Daegum and Protection of Service Workers

Busan Port Authority (BPA, President Kang Jun-seok) achieved the highest rating in its first-ever 'Human Rights Management Index' evaluation.

On the 20th, BPA announced that it reviewed its human rights management performance for 2023 through the newly introduced Human Rights Management Index evaluation last year.

Since being selected as a pilot institution for the application of the Human Rights Management Manual by the National Human Rights Commission in 2018, BPA has continuously promoted internal and external human rights enhancement activities.

In 2023, to quantitatively evaluate efforts and achievements in human rights management and identify areas for improvement, BPA developed and introduced the 'BPA Human Rights Management Index' through deliberation by the BPA Human Rights Management Committee.

This index consists of 50% compliance level with the human rights impact assessment checklist, 40% indicators reflecting institutional characteristics, and 10% number of human rights violation reports.

The human rights management indicators, set to reflect institutional characteristics such as large-scale construction projects and over 400 contracts annually, include timely payment rate, collection of workers' rights protection commitment letters, and compliance status for protecting service workers.

In this first Human Rights Management Index evaluation, BPA scored 99 out of 100 points (highest grade). It also identified an improvement task requiring the expansion of convenience facilities in women's restrooms at construction sites, following recent amendments to the 'Enforcement Rules of the Act on Improvement of Employment for Construction Workers.'

An external expert of the BPA Human Rights Management Committee evaluated, "It is satisfactory that the required indicators in various fields, such as protection of partner company workers and regional social contribution efforts, were achieved with excellent results," and suggested, "However, the improvement of working conditions should be continuously guaranteed beyond basic related laws."

Kang Jun-seok, President of BPA, said, "Since 2018, we have placed human rights as the top priority in management, and as a result of the consistent efforts of all employees, we achieved an excellent outcome in the first index evaluation," adding, "We will continue to identify and improve blind spots to ensure there are no gaps in human rights protection."
