If adjustment fails, decision by 'Open Plaza Citizens Committee'
The Seoul Metropolitan Government will begin discussions on whether to allow the use of Seoul Plaza for the upcoming Queer Culture Festival scheduled for early June. Since there are other applicants requesting to use Seoul Plaza during the same period, detailed negotiations are necessary.
According to the Seoul Metropolitan Government on the 20th, the city will discuss the Seoul Queer Culture Festival Organizing Committee's use of Seoul Plaza on the 21st. There are a total of three events that have submitted applications to use Seoul Plaza from May 31 to June 1: the Seoul Outdoor Library's "Reading Seoul Plaza," the Seoul Queer Culture Festival, and Boost Your Youth.
Applications for using Seoul Plaza are accepted from 90 days to 5 days before the intended date of use. However, according to Article 5 of the "Ordinance on the Use and Management of Seoul Plaza," annual commemorative events and the like are pre-approved through the Open Plaza Citizens' Committee within a 30-day annual limit.
Accordingly, the full use of the plaza for the "Reading Seoul Plaza" event organized by the Seoul Library every weekend in May, June, and October, as well as on September 21, 22, and 29, was confirmed last November. However, since "Reading Seoul Plaza" operates from Thursday to Sunday (4 days a week), usage applications for periods outside these dates are submitted to the General Affairs Division from 90 days to 5 days before the intended use. The application for May 31 was submitted on the 15th.
The Seoul Queer Culture Festival also applied on the 15th for an event from May 31 to June 1, expecting around 8,000 participants. Boost Your Youth completed its application on the same day. The event includes performances and experience booths for youth, with an expected attendance of 3,000 people.

In response, the Seoul Metropolitan Government will hold a "Consultation and Coordination Meeting for the Use of Seoul Plaza" with the three applicants. If coordination fails, the decision will be made by the Open Plaza Citizens' Committee. Previously, the Open Plaza Citizens' Committee denied the Queer Culture Festival Organizing Committee's use of Seoul Plaza last year. Instead, it approved the use of Seoul Plaza for the CTS Cultural Foundation's "Youth and Young Adult Recovery Concert," reflecting the ordinance's prioritization of events related to children and youth.
