Announcing 'Seudeume' Prices... Applying 'Simplified Taxation' to Skin Care and Nail Businesses
Starting next year, the government will disclose the prices of marriage-related services, commonly known as 'Seudeume (Studio shooting·Dress·Makeup),' through the Korea Consumer Agency. It will institutionalize 'shared beauty salons,' where two beauticians share one salon, and apply simplified taxation to skin care and nail businesses to revitalize the beauty industry. Standard contracts for web novel writers and creators will also be prepared.
On the 13th, the Ministry of Economy and Finance reported these measures as part of the 'Youth-Friendly Service Development Plan' at an emergency economic ministers' meeting chaired by Deputy Prime Minister and Minister of Economy and Finance Choi Sang-mok.
First, support will be provided for the beauty service sector, which has a high proportion of youth entrepreneurship and employment. Previously, simplified taxation was restricted for other beauty businesses such as skin care and nails over 40㎡ in certain areas like Seoul and metropolitan cities, but from the third quarter, simplified taxation will be applied to these sectors regardless of region or size. The institutionalization of 'shared beauty salons,' where two or more beauticians work in one salon, will be promoted by the end of this year, and 'marriage counseling and preparation services' will be newly added to the support targets for one-person creative enterprises in the third quarter.
Education for small beauty business owners will also be provided. New online entrepreneurship education courses will be established for small business owners in barber shops, skin care, and makeup fields, and practical training costs for advanced professional skills by industry will be increased by up to 100,000 KRW for small business owners. For youth under 34 years old, 50% of the examination fee will be newly supported when taking national technical qualification exams in hairdressing and beauty.
Additionally, to digitalize beauty services, the National Competency Standards (NCS) for the 'digital nail art' field will be established in the third quarter of this year, and in the second quarter, support will be provided to small beauty business owners for the distribution of digital beauty devices such as smart mirrors and virtual fitting.
Efforts will also be made to foster the web content creation ecosystem. To protect the rights of web novel creators and establish fair contract practices, a standard contract for web novels will be prepared and distributed by June, and the standard contract for webtoons will be enhanced. A standard outsourcing contract specifying the work content, working hours, and compensation calculation criteria for creators such as YouTube video editors will also be prepared in the third quarter.
Webtoons and web novels will be excluded from the fixed book price system, but measures to protect creators will be implemented simultaneously to prevent platforms from unfairly passing discount costs onto creators.

To provide psychological counseling for web content creators exposed to malicious comments, the number of Art Psychological Counseling Centers will be expanded from 40 to 47, and guidelines for platform operators on types of malicious comments and user sanctions will be established within the year. Measures to eradicate the production and distribution of 'fake news' videos spread by some creators will also be prepared by the end of this year.
