Shortening Minimum Years Required for Promotion, Urgent Amendment of Local Government Officials Appointment Decree Requested

Lee Gang-deok, Chairman of the Gyeongbuk Mayors and County Governors Association (Mayor of Pohang), proposed the necessity of “the prompt revision of the Local Public Officials Appointment Decree to shorten the minimum required years for promotion” at the 4th Joint Chairpersons’ Meeting of the Korea Mayors, County Governors, and District Heads Association for the 2nd year of the 8th elected term, held at the Ramada Hotel in Jeju Island from the 7th to the 8th.

View original imageWith the revision of the “Public Officials Appointment Decree” that shortens the minimum required years for promotion, the period for national public officials to be promoted from Grade 6 to Grade 5 has been reduced from 3 years and 6 months to 2 years, and from Grade 5 to Grade 4 has been shortened from 4 years to 3 years.
Mayor Lee explained that while the shortened minimum required years for promotion apply to national public officials starting January 31 of this year, the related laws have not been revised for local public officials who work closest to citizens and perform intensive duties, raising concerns about a relative sense of deprivation and weakening of administrative competitiveness in local governments.
Accordingly, Mayor Lee urged the prompt revision of the “Local Public Officials Appointment Decree” so that these regulations can be fairly applied starting from the promotion candidates in July, considering the reorganization of related regulations and the absolute period required for the promotion appointment process.

Mayor Lee Gang-deok stated, “Local public officials should also have the minimum required years for promotion shortened to provide fair promotion opportunities to public officials with outstanding performance and capabilities,” and added, “I ask the joint chairpersons to continuously pay attention and join forces to secure efficiency in personnel management, revitalize the public service, and further strengthen the competitiveness of local governments.”
