"You See As Much As You Know" Strengthening Consultation Capabilities at Frontline Community Centers and Private Welfare Institutions
Seongbuk-gu, Seoul (Mayor Lee Seung-ro) announced that, following last year, it has independently published the latest edition of the "Seongbuk-gu Welfare Service Work Manual" for 2024, serving as a guide for public and private welfare consultation workers.
The booklet contains the latest 2024 selection criteria and support details for 81 projects across 11 major welfare departments including welfare, health, and housing.
To establish a foundation for integrated welfare service support, the district distributed the booklet to a total of 122 locations, including public institutions such as community service centers and private welfare organizations like welfare centers, so that it can be utilized during civil complaint consultations. The district’s case of publishing and distributing the booklet to related organizations is also regarded as a model case by other local governments.
In particular, community service centers and the district office conduct accurate and professional consultations during visits by civil petitioners through the welfare service work manual without any work gaps caused by personnel changes, recommending benefits tailored to each case, which has increased resident satisfaction.
New employees at community centers and social workers at welfare centers who received the booklet expressed their gratitude, saying, “There are so many guideline books, but receiving a booklet that neatly organizes the welfare services needed for consultations in one volume will be very useful.”

Lee Seung-ro, Mayor of Seongbuk-gu, stated, “As the saying goes, 'You see as much as you know,' the publication of the latest welfare consultation guidebook plays a significant role in strengthening the welfare consultation capabilities of public and private welfare practitioners in Seongbuk-gu, where welfare projects from central ministries and local governments are pouring in like a funnel. We expect that strengthening the capabilities of practitioners will lead to one-stop integrated welfare consultations for residents, allowing more residents to receive various welfare benefits and increasing the sense of welfare. Going forward, Seongbuk-gu will proactively lead welfare projects that serve as models for other districts,” he said.
