Jindo-gun Selects Excellent Collaborative Teams and Outstanding Public Officials for Proactive Administration
Support for Outstanding Collaboration Team Overseas Training, Additional Points for Outstanding Public Officials in Personnel Awards
Jindo County, Jeollanam-do (Governor Kim Hee-soo) has selected the Excellent Collaborative Teams and Outstanding Public Officials for proactive administration in the second half of 2023.
According to the county on the 29th, this selection was promoted to encourage a culture of proactive administration by choosing excellent collaborative teams and outstanding public officials who carried out their duties based on creativity and expertise.
First, proactive administration excellence cases recommended by each department were reviewed in the first round of practical screening to select excellent collaborative teams and outstanding public officials, followed by employee voting and presentation evaluations.
In particular, selections were made through a comprehensive evaluation of △ citizen perception △ collaboration and communication △ proactiveness of the person in charge △ importance and difficulty of the task △ creativity and expertise △ potential for dissemination.
As a result, after deliberation and resolution by the Proactive Administration Support Committee, three excellent collaborative teams and six outstanding public officials were finally selected.
While only one excellent collaborative team was selected in the first half of 2023, three teams were jointly selected as excellent collaborative teams in the second half of 2023.
According to officials, although the first practical screening and the second presentation evaluation were conducted, all three teams were recognized for their significant contributions to the development of Jindo County and as exemplary models for many, making it impossible to rank them.
The Industrial Team of Uisin-myeon Office, jointly selected as an excellent collaborative team, actively promoted the national policy project supporting non-rice crop cultivation, achieving 72% of public stockpiled rice, ranking first in Gwangju and Jeonnam. This figure represents a 25% increase compared to the 47% special grade rate in 2022.
Although the purchase volume decreased compared to the previous year, the significantly higher special grade rate resulted in increased income for farmers.
The second jointly selected excellent collaborative team, the Cultural Policy Team of the Culture, Arts and Sports Division, worked hard to attract national policy projects.
Jindo County was selected as the City of Intangible Cultural Heritage in 2020, but faced difficulties in securing budgets thereafter.
However, through the selection of a public contest project in 2024, it secured a budget of 20 billion KRW and presented a development direction for Jindo County, the capital of folk culture.
The third jointly selected excellent collaborative team, Gogeun-myeon Office, received the highest awards in various town and township evaluations through strong internal teamwork and close public-private cooperation.
In particular, the ‘2023 Population Increase’ policy received the highest award, being evaluated as the best implementation of the local population extinction response policy, which is Jindo County’s top priority.
Meanwhile, one grand prize, one excellence award, and one encouragement award were selected for outstanding public officials in proactive administration.
The grand prize was awarded to Team Leader Kim Pil-seung (Facility Grade 6) and Officer Jo Gwang-hyun (Facility Grade 7) of the Urban Development Division, who jointly promoted the installation of a roundabout. The roundabout installed at Arirang Intersection in Jindo-eup, where frequent traffic congestion and accidents occurred, alleviated traffic congestion and reduced traffic accidents.
The excellence award was given to Team Leader Park Jeong-sim (Welfare Grade 6) and Officer Jeong Su-seon (Welfare Grade 8) of the Resident Welfare Division, who worked day and night to improve the living environment for welfare blind spots for the disabled.
They secured about three times more national and provincial subsidies than the previous year for the 2023 Disabled Housing Renovation Project and installed convenience facilities that actively reflected the living needs of recipients according to disability types, rather than a uniform project, earning high marks.
Finally, the encouragement award was given to Team Leader Chu Won-ji (Health Grade 6) and Officer Kim Na-young (Nursing Grade 7) of the Public Health Center’s Infectious Disease Control Team, who protected the safety of residents by early detection of hepatitis C in the county.
Hepatitis C has no preventive vaccine and is difficult to prevent and manage due to many asymptomatic patients. If early treatment is not received, it can worsen to chronic hepatitis and liver cancer, making early detection crucial.
The county plans to provide benefits such as overseas training support for the selected excellent collaborative teams, and special leave, prize money, and additional points in performance evaluations for outstanding public officials.
An official from the county stated, “This selection was conducted to actively promote a culture of proactive administration by highlighting the shining achievements of public officials who quietly do their best in their positions,” and added, “We will continue to strive to create a public service community that serves citizens with a proactive attitude.”
