Busan Gijang-gun, Identification and Special Support for Low-Income At-Risk Youth

Busan Gijang-gun is promoting a special support project for low-income at-risk youth who are in welfare blind spots.
The "At-Risk Youth Special Support Project" is a program that identifies youth who are socially and economically disadvantaged due to lack of effective protection from their guardians, and provides various services tailored to youth crises such as living, health, academics, independence, legal aid, counseling, and activities.
The county has continuously conducted identification and support projects for at-risk youth to support their healthy growth. In particular, starting this year, the county has expanded the target group to include reclusive youth and youth receiving child-rearing expenses from single-parent families, and support applications can now be made at the administrative welfare centers in the youth’s actual residential eup/myeon, enabling more proactive identification of at-risk youth.
The number of supported individuals this year is about 15, and the support targets are youth aged 9 to 24 with household incomes at or below 100% of the median income, including youth who need support to prevent delinquency and deviation, out-of-school youth, youth not receiving protection from guardians (including children from single-parent families), and reclusive youth.
From February 26 to March 15, youth themselves, guardians, or youth counselors, social workers, teachers, or others who know youth in need of support can apply at the administrative welfare center of their address.
The final selection of support recipients and the amount and duration of support will be decided through the review of the Youth Welfare Deliberation Committee. Based on the decision, costs or services will be provided for ▲living support (clothing, food, lodging, etc.) ▲health support (examinations, tests, medication, surgery, hospitalization, etc.) ▲academic support (admission fees, tuition, qualification exams, etc.) ▲independence support (career counseling, job experience, etc.) ▲legal support (litigation, legal counseling, etc.) ▲counseling support (psychological tests, counseling, etc.) ▲activity support (training activities, cultural experiences, etc.) ▲others (school uniforms, school supplies, etc.).
However, in principle, support is available for only one field deemed most necessary, and if support is already received in the same field under other laws or regulations, support is not possible; support in other fields is allowed.
County Governor Jeong Jong-bok said, “I hope this special youth support will provide practical help to youth in blind spots,” and added, “We will continue to make multifaceted efforts to support the stable and healthy growth of at-risk youth.”
