Chinese Counterintelligence Agency Issues Repeated Warnings on Foreign Cyber Espionage Activities
Chinese security companies have identified Indian hacker groups as the main actors behind cyberattacks targeting China and are closely monitoring their activities, the Hong Kong South China Morning Post (SCMP) reported on the 16th.
According to the report, contrary to the common belief that the United States is the largest source of cyberattacks against China, recent analyses show a significant number of attacks originating from India. In fact, in December, Chinese authorities reportedly detected and blocked a cyberattack originating from India in advance. The Indian hacking group is believed to have been active since November 2013. The first U.S. security company to discover it named the group "Bitter," while the Chinese security company Qihoo 365 called it "Manlinghua."
The hacking group is suspected of receiving support from the Indian government. SCMP stated, "They primarily target Pakistan and China, focusing on government agencies, the military, and nuclear sectors," adding, "Cybersecurity analysts suspect the group originates from India and receives state support based on the observed IP address locations and linguistic patterns in the attacks."
SCMP also reported that "Bitter is believed to be linked with several other Indian groups such as Patchwork, SideWinder, and Donot."
Cyberattacks generally involve 'spear phishing' to steal information and 'watering hole' tactics, where malicious code is secretly implanted after hacking. SCMP explained that although these attacks may appear non-destructive on the surface, they can ultimately lead to severe information leaks with enormous consequences.
Many Chinese cybersecurity experts point out that cyber threats originate more from South Asian countries than from the United States. Both the Chinese and Indian governments have not issued official responses regarding this matter.

However, on the 16th, China's counterintelligence authority, the Ministry of State Security, warned via its official WeChat social media account that data leaks caused by foreign cyber espionage activities threaten national information and network security. It also introduced cases of data leaks from military-civilian integrated enterprises and urged caution.
