"Daejeon City Minimizes New Hires, Reduces Rookie Public Official Recruitment by 30%"
224 New Civil Servants Hired This Year
93 Fewer Than Last Year's 317
Some Written Exams Jointly Administered in Chungcheong Region
Changes Made Considering Test Takers' Convenience
Daejeon City will reduce the scale of new civil servant recruitment by 30% compared to the previous year. This is a result of the government's policy to freeze the number of civil servants. This year, there will also be changes in the recruitment process, such as some written exam subjects being jointly prepared by local governments in the Chungcheong region and the exams being held on the same day.
On the 15th, Daejeon City announced that it will recruit 224 new civil servants this year (216 through open competition and 8 through career competition). The number of recruits decreased by 93 (29.3%) from 317 last year.
The number of recruits by field is ▲administrative positions 94 ▲technical positions 128 ▲research positions 1, and by rank ▲Grade 7: 6 ▲Grade 8: 5 ▲Grade 9: 212 ▲research position: 1.
To expand public service opportunities for socially disadvantaged groups such as persons with disabilities and low-income individuals, 17 persons with disabilities (7.6% of total), 6 low-income individuals (3.2% of Grade 9 open competition), and 1 high school graduate (30% of Grade 9 career competition in technical positions) will be separately recruited and hired.
The legally mandated employment quotas for socially disadvantaged groups are 3.8% for persons with disabilities, 2% for low-income individuals, and 30% for high school graduates (as recommended by the Ministry of the Interior and Safety), and Daejeon City exceeds all these mandatory employment ratios.
The ‘1st Appointment Examination’ for Grade 9 open competition and others will accept applications from March 25 to 29, with the written exam on June 22, and interviews in August. The final successful candidates will be announced on August 16.
Recruitment by job series for Grades 8 and 9 includes ▲administration 61 (general 45, persons with disabilities 12, low-income 4) ▲local tax 4 ▲social welfare 13 (general 10, persons with disabilities 3) ▲librarian 13 (general 11, persons with disabilities 2) ▲stenography 1 ▲general machinery 13 ▲general electricity 8 ▲general chemical engineering 3 ▲general agriculture 2 ▲livestock 1 ▲forest resources 4 ▲health 3 ▲nursing 5 ▲general environment 5 ▲general civil engineering 50 (general 48, low-income 2) ▲architecture 18 ▲cadastral 3 ▲disaster safety 1 ▲communication technology 6 ▲driving 2. For the 1st appointment exam, Grade 7 will recruit 4 veterinary positions.
The ‘2nd Appointment Examination’ will accept applications from July 22 to 26, with the written exam on November 2, and interviews in December. The final successful candidates will be announced on December 13.
Recruitment by job series includes 2 Grade 7 administrative positions, 1 research position as a curator, and 1 general machinery position for 9th-grade career competition targeting graduates (or expected graduates) of specialized and Meister high schools.
Applicants for the appointment exams should pay attention to changes in the recruitment methods this year. First, from this year, the minimum age for applying for Grade 7 and above exams has been lowered from 20 to 18 years old, and the exemption from application fees has been expanded to include recipients under the ‘Disability Pension Act.’
Daejeon City has also removed residency restrictions for applicants for veterinary and veterinary research positions to facilitate the smooth acquisition of professional personnel.
By allowing freedom in interview attire, the city plans to reduce the financial burden on applicants for purchasing formal interview suits. For the Grade 8 and 9 interviews held every summer, the city plans to reduce discomfort in clothing considering the hot weather.
From this year, some written exam subjects will be jointly prepared by local governments in the Chungcheong region through the ‘Chungcheong Region Joint Preparation’ method. For jointly prepared subjects, the exams will be scheduled on the same day by coordinating the schedules of each local government.
The joint preparation aims to improve the difficulty level and balance of exam questions and enhance the efficiency of recruitment tasks such as budget savings. Last year, Daejeon City proposed introducing the joint preparation method with Sejong City, Chungnam Province, and Chungbuk Province. It is said that joint preparation became possible this year after the Chungcheong region local governments reached a consensus on the proposal.
Cho Seong-jik, Director of Personnel Innovation at Daejeon City, said, “This year, there will be applicant-centered changes such as lowering the minimum age for Grade 7 and above exams, expanding the exemption from application fees, and allowing freedom in interview attire. Based on this, we will strive to select excellent public officials suitable for Daejeon.”
Meanwhile, applications can only be submitted through the local government internet application center. However, applicants with disabilities or pregnant applicants can apply for convenience support depending on their type.
