'Auction Crisis' Gyeonggi-do Bonsae Adjustment Support Team Dispatched to Namyangju Jinju Apartment
Gyeonggi Province will dispatch a support team to Jinju Apartment in Namyangju City, which is facing auction risks due to delays in reconstruction caused by various lawsuits, to mediate disputes.
Jinju Apartment, located in Pyeongnae-dong, Namyangju (Pyeongnae 1 District), had its existing 1,231 units demolished and planned to build 1,843 units. The reconstruction promotion committee was approved in 2003, and the management disposition was authorized, with demolition procedures underway.
However, internal conflicts among union members led to the dismissal of the executive team, the construction company was replaced multiple times (currently Seohee Construction), and ongoing lawsuits have stalled the redevelopment project. Furthermore, on January 29, the main creditor group notified the union of auction proceedings due to the maturity of an 81 billion KRW bridge loan, putting the property rights of approximately 1,200 union members at risk of being auctioned off.
Accordingly, Gyeonggi Province, in consultation with Namyangju City, decided to dispatch a support team based on the supervisory provisions of the "Act on Maintenance and Improvement of Urban Areas and Dwelling Conditions" (Article 113), recognizing the need for active government intervention to protect the property rights of individual union members.
Gyeonggi Province plans to promptly send a specialized dispute resolution team composed of experts in redevelopment projects, mediation, construction and civil engineering, legal, and accounting fields to the site to diagnose problems and propose solutions. If union executives are selected in the future, the team will also provide advisory support to ensure the swift and normal operation of the union.

Lee Gye-sam, Director of the Urban Housing Office of Gyeonggi Province, stated, "We decided to dispatch the support team because this is an urgent and dangerous situation where the property rights of about 1,200 residents are at risk of being lost," and promised, "We will strive to be a support force at the dispute site."
