Yongin City to Revise Urban Master Plan Reflecting 'Semiconductor Hub' Focus
Semiconductor Industrial Complex Reflects Idong New Town Plan

Yongin City in Gyeonggi Province is drafting a new 'Basic Urban Plan' that reflects the concept of a large-scale semiconductor belt encompassing industrial complexes and new towns in the Cheoin-gu area. The core idea is for Cheoin-gu to play the role of an 'advanced industrial hub' beyond its existing role as an 'administrative downtown.'
On the 7th, Yongin City announced that it held a 'Project Initiation Report Meeting' on the same day to establish the '2040 Yongin Basic Urban Plan,' which incorporates a semiconductor-centered city strategy to proactively respond to the changed conditions since the existing '2035 Yongin Basic Urban Plan.'

The 'Basic Urban Plan' is the highest-level statutory spatial plan based on the 'National Land Planning and Utilization Act,' presenting the city's future and long-term development directions. Lower-level plans such as urban management plans and sector-specific plans established under other laws must comply with the contents of the Basic Urban Plan. The Basic Urban Plan is a mid- to long-term plan spanning 20 years, with its feasibility reviewed and revised every five years.
In the process of establishing this Basic Urban Plan, the city plans to include the Yongin Advanced System Semiconductor National Industrial Complex in Idong and Namsa-eup, Cheoin-gu, the Idong Public Housing District as a semiconductor hinterland new town, and the Yongin Semiconductor Cluster General Industrial Complex plan approval in Wonsam-myeon.
The previously established 2035 Yongin Basic Urban Plan in 2018 was designed as a two-downtown urban spatial structure, with Suji and Giheung living zones as economic downtowns and the Cheoin central area as the administrative downtown, so the designation of semiconductor industrial complexes was not reflected.
The city plans to collect opinions, hold public hearings, listen to the city council's views, and seek advice from the city urban planning committee before applying for approval from Gyeonggi Province within the year for the new Basic Urban Plan.
Meanwhile, the city is recruiting 100 members for a 'Citizen Planning Group' to participate in and provide opinions on the establishment of the '2040 Basic Urban Plan.' The Citizen Planning Group will be composed of six divisions: urban and housing, industry and economy, culture and tourism, transportation and safety, environment and green spaces, and education and welfare.
Anyone registered as a resident in the jurisdiction, as well as workers at businesses located in the area and university students, can participate in the planning group. Citizens wishing to participate can submit an application to the Urban Policy Division of Yongin City Hall by the 26th.

The Citizen Planning Group will serve as an unpaid honorary position from March 16 to April 6 and will attend a total of four meetings every Saturday.
