A story has emerged that someone has been continuously throwing 'adult diapers' at a building in Seocho-gu, Seoul, sparking controversy. The individual is said to have secretly disposed of excrement wrapped in diapers in the restroom. Cases of leaving excrement wrapped in diapers in other people's stores or public places, causing inconvenience to others, have been ongoing since last year.
On the 6th, a cooperation notice posted by the building management office stated, "There have been frequent cases of excrement wrapped in adult diapers being thrown in the building's restroom," and added, "This is unacceptable behavior in a shared living area and must stop immediately." The management office warned, "If such acts continue, we will track the culprit using closed-circuit television (CCTV) and identify them. If deemed malicious, we will report the matter to the relevant authorities."
Previously, in August last year, there was also a 'diaper incident.' At that time, a self-employed person A, who runs a chicken restaurant, lamented in a self-employed community, "Five adults and five children visited the chicken restaurant and asked to let the children play, so I accommodated all their requests. However, after the customers left and I checked the tables, there was all sorts of trash left behind, including baby diapers." Such illegal dumping of trash can be punished under the Minor Offenses Act with a fine of up to 100,000 won, detention, or a penalty. Also, if household waste is disposed of outside designated areas, a fine of up to 1,000,000 won can be imposed under the Waste Management Act. Whether baby or adult diapers, if they are soiled with feces, the feces must be removed, then the diaper should be rolled up or sealed with tape and disposed of in a designated volume-based waste bag.
