Gim Su-yeong, Gwangju Seo-gu Council Member, Revises Ordinance to Support Disabled Artists
The amendment to the "Ordinance on Supporting Cultural and Artistic Activities of Disabled Artists," proposed by Kim Su-young, a member of the Gwangju Metropolitan City Seo-gu Council, passed the Planning and General Affairs Committee review held during the 318th extraordinary session on the 30th.
The ordinance newly establishes a provision for the priority purchase of works created by disabled artists. It was amended to establish practical support policies for disabled artists, provide continuous support for creative activities, and offer opportunities to pursue art as a profession.
Councilor Kim stated, "Disabled individuals have very limited opportunities to access culture and arts due to social systems and economic realities," adding, "We aim to help disabled artists freely engage in creative activities without discrimination in cultural and artistic activities by providing opportunities for diverse cultural experiences and support for artistic activities."
He continued, "In March last year, the Ministry of Culture, Sports and Tourism laid the foundation for the priority purchase system of works by disabled artists through related law amendments. Accordingly, local government agencies can purchase works produced by disabled artists amounting to at least 3% of the total purchase amount," and said, "We will carefully monitor to ensure that support activities for disabled artists can be revitalized following the ordinance amendment."
