The prosecution announced that it has provided emergency rescue to a severely mentally disabled person who had been left in an environment without water and electricity for a long time without treatment, and has indicted the only guardian, the elder sister.
On the 22nd, the Criminal Division 5 of the Seoul Eastern District Prosecutors' Office (acting chief prosecutor Park Myeong-hee) announced that Ms. A (76) was indicted on charges of neglecting her severely schizophrenic younger brother for over 20 years due to religious reasons by refusing hospital treatment and leaving him in a life-threatening condition (violation of the Act on Welfare of Persons with Disabilities).
The prosecution held expert meetings with relevant organizations such as the local district office and medical institutions to resolve the vicious cycle where, even if the crime of neglecting a severely disabled person is discovered, the victim returns to the protection of the perpetrator once the administrative hospitalization period expires. Through this, they prepared support measures to incorporate the victim into the national welfare system, including legal support such as filing for adult guardianship commencement, maintaining administrative hospitalization, cooperation in issuing diagnostic certificates for disability assessment for disability registration, and economic support including living expenses and medical costs.
