Gyeonggi-do Develops and Distributes 'Construction Safety Guidelines'
Gyeonggi Province has created and distributed a "Construction Safety Guideline" that summarizes the major construction tasks and equipment safety standards according to relevant laws and regulations to ensure safety at construction sites within the province.
The Construction Safety Guideline is part of Gyeonggi Province's initiative, the "Worker-Centered Construction Site Safety Innovation Plan," and serves as a manual organizing various safety-related regulations at construction sites. Since 2017, Gyeonggi Province has been producing this guideline annually to help enable systematic safety management starting from the field.
The main contents include safety standards based on construction safety-related laws such as the Construction Technology Promotion Act and the Industrial Safety and Health Act.
In particular, this year, the guideline reflects amendments to construction safety-related laws such as the Industrial Safety and Health Act and the Rules on Industrial Safety and Health Standards. To ensure there are no discrepancies or omissions in each law and standard, a technical review process was also conducted by a construction safety specialized institution.
Additionally, it provides guidance on the work stoppage rights system for workers to protect their own safety, the Safety Call system, and the current construction safety management deficiency reporting system for near-miss accidents, explaining in detail the reporting procedures in case of construction accidents so that construction site personnel can respond promptly.
Furthermore, it includes newly added content to contribute to two of the four strategies of the "Serious Accident Reduction Roadmap" jointly announced by related ministries at the end of 2022: "Establishing a risk assessment-centered self-regulatory prevention system" and "Spreading safety awareness and culture through participation and cooperation."
Geum Cheol-wan, Director of the Labor Bureau of Gyeonggi Province, stated, "It is important to comply with safety standards at the site and regularly check the safety status, and such efforts are expected to be the foundation for reducing construction accidents." He added, "I hope the guideline will strengthen on-site self-safety management and help spread a safe construction culture."
