Gwangju Seo-gu 'Mun Ji-hyeon, Chief of Chipyeong-dong' Promoted to Grade 4 Senior Secretary
In Seo-gu, Gwangju Metropolitan City (District Mayor Kim Ikang), another Grade 4 Seo-gwan (Senior Secretary) who previously served as a Dongjang (neighborhood chief) has emerged.
According to Seo-gu on the 29th, the Seo-gu Personnel Committee approved the promotion of Moon Jihyun, the Dongjang of Chipyeong-dong, to Seo-gwan the day before.
Earlier, in July, Seo-gu presented a new paradigm in administration by promoting a Dongjang to Seo-gwan for the first time since its establishment and simultaneously assigning the position of Director of the Autonomous Administration Bureau.
The Seogu Personnel Committee approved the promotion of Moon Ji-hyun, Chief of Chipyeong-dong, to Secretary on the 28th.

In particular, during the 8th term of the elected government, Seo-gu has been focusing its administrative efforts on realizing a "Dong-centered living government," emphasizing the role of the Dong, which is closely connected to residents' daily lives.
Chipyeong-dong was selected as the best Dong in this year's comprehensive Dong administrative evaluation and kindness monitoring, making this promotion even more noteworthy.
Chipyeong-dong has established its Brand Identity (BI) as "Green Wave, Chipyeong Gamtan Village," taking a leading role in the resource circulation sector and enabling approximately 30,000 residents to respond practically to the climate crisis.
Additionally, by operating the "Resource Circulation Store re100," it participates in a project that collects used PET bottles and manufactures products such as clothes, shoes, and bags.
In the future, a "Carbon Neutrality Experience and Exhibition Hall" will be created to provide carbon neutrality education and experiential programs for youth, and it will be used as a communication space for carbon neutrality village activists and residents.
Chipyeong-dong is also a "Gamtan Village" that delivers moving administration permeating welfare, culture, and residents' daily lives.
Consultation offices have been installed in local apartments and senior centers to provide customized welfare counseling services and health services such as blood pressure, diabetes, and dementia tests, and it is leading efforts to identify vulnerable households through welfare one-on-one partnerships.
By forming a park design team composed of students and parents, a children-specialized playground has been created, and sporadic parent self-help groups have been transformed into cultural clubs to revitalize the cultural community.
Chipyeong-dong also received the highest score among 18 Dongs in the kindness evaluation. Chipyeong-dong, where government offices and financial institutions are concentrated, handles more than 12,000 civil service cases such as various certificate issuances and administrative reports every month.
Nevertheless, all Dong employees enhance residents' administrative satisfaction by providing friendlier services than commercial banks or large corporate service centers.
Kim Ikang, Seo-gu District Mayor, said, "The Dong is the frontline field closely connected to residents' lives and a channel for direct communication with residents," adding, "We will encourage employees with promotions and various incentives as they work hard in the Dong and further strengthen the Dong-centered living government."
