The Blueprint for 'Jemulpo Renaissance' to Transform Incheon Inner Port and Old Downtown Unveiled

Incheon City has unveiled the master plan for 'Jemulpo Renaissance,' the first public pledge project of the 8th term of the elected government and a revitalization project for the old downtown area. The Jemulpo Renaissance project aims to transform Incheon Inner Port (formerly Jemulpo), which led Korea's modernization, and the surrounding old downtown into a cultural, tourism, and industrial convergence city.
On the 19th, Mayor Yoo Jung-bok held the 'Jemulpo Renaissance Master Plan Public Report Meeting' at the Incheon Port Imagination Platform, presenting four major future solutions?old downtown, cultural tourism, industrial economy, and inner port development?along with 65 key project tasks.
In the old downtown sector, the plan is to create a city where everyone wants to live through innovative residential environment improvements. The railway network, including the underground Gyeongin Line, the Suin Line where the Incheon-origin KTX will operate, the future Second Airport Railroad, Incheon Circular Line, and Yeonan Pier Line, will be linked with road traffic to establish a 'Jemulpo-style 10-minute living zone.'
Dongincheon Station is planned to become an integrated hub for administration, transportation, and regeneration centered around the newly established Jemulpo District Office, created through administrative district reorganization. The city aims to develop a citizen-centered city where everyone wants to live, with the complex development of Dongincheon Station and Incheon Station as core projects.
In the cultural tourism sector, the plan includes constructing the Oculus Tower symbolizing Jemulpo and the world's largest cultural complex facility, K-ube, and developing tourist attractions such as the themed street Jemulpo Wave and Wolmi, a holoport utilizing nighttime scenery.
In the industrial economy sector, to sustain the growth of local specialized industries such as materials, parts, and equipment?core industries?the city will promote plans to reorganize industrial areas. It also plans to create an advanced industry support cluster linked with Songdo, Yeongjong, and Cheongna International Cities, which lead the bio, urban air mobility (UAM), and medical industries. Furthermore, the designation of an economic free zone will significantly improve the environment for attracting companies and investments.
Incheon Mayor Yoo Jeong-bok is announcing the four major future solutions and 65 key project tasks at the 'Jemulpo Renaissance Master Plan Public Report' held on the 19th at SangSang Platform in Jung-gu.

In the inner port development sector, the plan is to transform the inner port into a waterfront cultural space in connection with surrounding area development plans. As the first phase, the redevelopment project of Inner Port Piers 1 and 8 will commence as soon as possible, and as the second phase, redevelopment of Piers 2, 3, and 6 will be pursued simultaneously through related consultation procedures.
Opened in 1974, Incheon Inner Port has seen a decline in cargo volume as other ports in Incheon, such as the New Port and North Port, have been actively developed. Additionally, residents around the inner port have complained for over 30 years about noise and dust damage caused by port logistics facilities, raising a consistent need for adjusting the port’s functions and redeveloping the surrounding old downtown as a unified area.

Mayor Yoo said, "Jemulpo, which led Korea's economic growth in the 1900s, will be reborn through Jemulpo Renaissance and will serve as a successful model for the old downtown, growing alongside new towns and becoming a driving force for the development of the entire Incheon." He added, "To ensure the success of Jemulpo Renaissance, we will dedicate ourselves to 'Jemulpo Sales,' promoting the value of Jemulpo, persuading stakeholders, and attracting global companies."
