Geochang-gun, Focused Effort to Identify Welfare Crisis Households in Winter

Utilizing Big Data of Social Security Systems and
Local Human Safety Nets

Geochang-gun, Gyeongnam Province, is launching an intensive three-month campaign from December to the end of February next year to identify welfare crisis households during the winter season, aiming to help vulnerable neighbors have a warm winter.

The county plans to actively identify crisis households such as unconnected elderly living alone, homeless people on the streets, residents of small rooms, children under family care, households facing heating and health crises, livelihood and housing crisis households, financially vulnerable groups, and households needing jobs and care, by utilizing big data from the social security system and local human safety nets to ensure no neighbors suffer from unemployment or cold waves amid high inflation and high interest rates.

Welfare crisis households identified during this period will be supported with public benefits such as basic livelihood security and emergency welfare, and for households exceeding support criteria, detailed assistance will be provided through connections with the Arim 1004 Movement, private institution sponsorships, and integrated case management.


In particular, the county plans to further strengthen the identification of crisis households through the ‘Welfare Registered Mail Service’ project, which has been piloted since last June, dedicated personnel for finding crisis households, and more than 1,250 honorary social welfare officers who play a meticulous role in the human safety net in various life settings.


County Governor Gu In-mo said, “Winter is a season when factors threatening the living conditions of vulnerable groups, such as unemployment, cold waves, and heating cost burdens, increase,” adding, “We will do our best to ensure that no citizen is left behind amid difficult economic conditions.”


Meanwhile, from January to November this year, Geochang-gun identified a total of 2,169 crisis households through the welfare blind spot discovery system in five rounds, providing customized welfare services to the identified vulnerable groups, including 30 people receiving basic livelihood security, 11 in the lower-income bracket, 5 receiving emergency welfare support, and 1,627 cases of private service support.
