Yoon Jeong-min, Gwangju Seo-gu Council Member, Points Out Delay in Seo-gu Disabled Welfare Center Dismantling Process
Yoon Jeong-min, a member of the Gwangju Metropolitan City Seo-gu Council, pointed out issues in the dismantling procedures for the construction of the 'Seo-gu Disabled Welfare Center.'
During the administrative audit under the jurisdiction of the Social and Urban Committee at the 317th 2nd regular meeting, Councilor Yoon stated, "The detailed design service for the dismantling work was originally scheduled for about three months, but due to civil complaints and additional consultations, the service was suspended twice, totaling approximately 390 days."
He continued, "The dismantling work proceeded even though the detailed design service had not been officially completed in the administrative process," raising a question.
Councilor Yoon explained, "Contaminated soil was discovered during the ongoing building dismantling process," adding, "It is expected that resolving the contaminated soil issue will require an additional period of about three months."
He also expressed concern, saying, "The council has been worried about budget rollovers and increases amounting to tens of billions of won due to delays in construction and completion related to public building projects," and urged for improvement measures.
Yoon emphasized, "Although various unforeseen variables can arise due to the nature of building dismantling and construction, it is also the role of administration to minimize unnecessary causes that delay the construction process by considering these characteristics in advance."
He added, "Delays in public building construction mean that our district residents who need to use the facilities suffer accordingly," and urged, "Since time is money, the responsible departments must ensure that no wasteful situations occur for both residents and administration."
Finally, he said, "I ask the responsible departments to actively cooperate with related departments and stakeholders to ensure that the Seo-gu Disabled Welfare Center is constructed safely and solidly."
