[12·4 Cabinet Reshuffle] Park Sang-woo, Minister of Land, Infrastructure and Transport Nominee... "A Traditional Bureaucrat with Extensive Experience in Key Positions at MOLIT"
President Yoon Suk-yeol appointed Park Sang-woo, former president of the Korea Land and Housing Corporation (LH), as the next Minister of Land, Infrastructure and Transport on the 4th. Park, a career bureaucrat who previously served as the Planning and Coordination Office Director at the Ministry of Land, Infrastructure and Transport, will become the first internal minister in 10 years and 9 months since Minister Kwon Do-yeop during the Lee Myung-bak administration if he passes the confirmation hearing.
Born in 1961, Park is from Busan and graduated from Dongnae High School and Korea University with a degree in Public Administration. After earning a master's degree in Urban and Regional Planning from The George Washington University in the United States, he obtained a Ph.D. in Engineering with a major in Urban Planning from Gachon University.
He entered public service in 1983 after passing the 27th Administrative Examination and held key positions within the Ministry of Land, Infrastructure and Transport, including Director of Housing Policy, Director of Land Planning, Director of Construction Policy, Director of Housing and Land, and Director of Planning and Coordination.
Notably, during his tenure as Director of Housing and Land in 2012, he promoted the three housing laws, including the flexible application of the price ceiling system for pre-sale prices and the abolition of the excess profit recovery system for reconstruction.
After leaving public office, he served as the Director of the Construction Policy Research Institute under the Korea Specialty Contractors Association before being appointed as LH president in March 2016 during the latter half of the Park Geun-hye administration. Although the administration changed the following year, he completed a three-year term under the Moon Jae-in government, recognized for his expertise in the housing sector.
Following Minister Won Hee-ryong, a politician, the appointment of a career bureaucrat as his successor appears to be a judgment that Park is the right person to overcome the ongoing stagnation in the real estate market crisis. In fact, Park was on the ground as Director of Housing and Land from around 2010 to 2012, a period when the domestic real estate market sharply froze after the global financial crisis.
