KEPCO Expands Power Data Access... Provides Pseudonymized 'Small Business Power Usage and Billing Information' to External Parties
Korea Electric Power Corporation (KEPCO) is expanding the opening of power data by pseudonymizing and externally providing electricity usage and billing information of small business owners, becoming the first public institution to do so.
On the 30th, KEPCO held a performance report meeting on the promotion of pseudonymized information cooperation at the KEPCO Art Center, attended by data user organizations KCB (Korea Credit Bureau) and KEPCO KDN.
Pseudonymized information refers to data where part of the personal information is deleted or replaced, making it impossible to identify a specific individual without additional information. Compared to anonymized information, it contains a larger amount of information. Additionally, it can be used without the consent of the data subject for limited purposes, making it highly valuable in terms of utilization.
The provision of pseudonymized information proceeds in the order that data user organizations (KCB, KEPCO KDN) submit a data linkage application to KEPCO, the data providers (KEPCO, KCB) pseudonymize the data and submit it to a specialized data institution (Financial Security Institute), and then the linked data is provided to those who wish to use it.
KEPCO has pseudonymized and provided electricity usage and billing information of 1.8 million small business households to data user organizations. The data users plan to use this for research on utilizing power data to develop credit scoring services for small business owners.
KEPCO signed a business agreement with KCB and KEPCO KDN in November last year to provide pseudonymized information externally for the first time among public institutions and organized a task force (TF) for providing pseudonymized information. Going forward, it plans to establish procedures for providing pseudonymized information in the credit sector.

Song Ho-seung, head of KEPCO's Digital Solutions Division, said, "Since the pilot project for providing pseudonymized information was successfully carried out, we will strive to provide high-quality pseudonymized information externally through the establishment and systemization of the pseudonymized information provision system."
