Announcing Military Administration Direction Through Policy Speech
Supporting Local Economy Recovery, Strengthening Muan-style Welfare Assistance
Focusing on Four Key Areas Including Creation of Muan Food Convergence Hub District
Kim San, the governor of Muan County, announced the direction of county administration for 2024 during the 2nd regular session of the 290th Muan County Council on the 17th.
Governor Kim emphasized, “We will fully protect Muan from the pressure to relocate the Gwangju Combat Airfield and pass it on to future generations,” adding, “We will do our best to create a foundation for remarkable growth by discovering new future growth engines.”
He explained, “Despite the pressure to relocate the Gwangju Combat Airfield in 2023, it was a year in which we maintained a stable administrative operation policy through the trust and support of the residents and cooperation with the council, while striving to revitalize the local economy, improve residents’ convenience, and expand various living infrastructures.”
In particular, he said, “2023 was a period to establish plans and lay the groundwork for key county administration projects,” and added, “Next year, we will focus on accelerating the implementation of major projects in each sector and lead the county administration that gives hope to residents through the focused development of specialized industries.”

To this end, the four major focus areas for county administration in the coming year were set as △supporting the recovery of the local economy △strengthening Muan-style welfare assistance △continuing balanced development between urban and rural areas △creating a convergence hub district for Muan’s food industry.
Governor Kim San expressed strong determination to develop Muan’s food industry, which has high growth potential, into a future new growth industry leading regional development by linking it with excellent transportation conditions through the creation of the Muan food industry convergence hub district.
He also stated, “The issue of relocating the Gwangju Combat Airfield, which undermines the foundation of residents’ lives, remains a challenge and is holding back growth,” and expressed his resolve, “We will do our best to overcome this crisis and create a foundation for remarkable growth by discovering new future growth engines.”
Muan County finalized the budget for next year at 600.1 billion KRW and submitted it to the county council on the 7th. This is an increase of 2.3 billion KRW (0.39%) compared to this year’s original budget of 597.8 billion KRW. The general account increased by 3.6 billion KRW (0.63%) to 584.5 billion KRW, while the special account was set at 15.5 billion KRW, a decrease of 1.3 billion KRW (7.94%).
