Seoul Gangseo-gu, Special Civil Complaint Response Training... Malicious Complaint Handling and Stress Management Education
Gangseo-gu, Seoul (Mayor Jin Gyo-hoon) conducted a ‘Special Civil Complaint Response Training’ on the afternoon of the 17th to effectively deal with so-called ‘malicious and chronic complaints’ involving abusive language and verbal abuse.
This was to prevent conflicts with complainants that may arise due to the increase in malicious complaints and to protect employees suffering from job-related stress.
The training, held at the Gangseo Lifelong Learning Center, was conducted for 80 employees who handle civil complaints at the forefront of administration.
Kim Kyung-soo, a full-time professor at the Woori Language Promotion Institute and the instructor, provided education on practical complaint response methods based on his 30 years of experience in public service.
The district also invited a specialist in organizational conflict resolution to run a program aimed at caring for the mental health of employees who are vulnerable to stress from malicious complaints.
The program focused on stress management methods such as ▲self-assessment of stress and ▲personalized stress management education to efficiently manage stress.
Mayor Jin said, “It is necessary to consider whether complaints that could be resolved by changing one’s mindset have been distorted into malicious complaints due to habitual complaint handling methods,” adding, “If we deeply examine residents’ demands from the complainant’s perspective and seek solutions with a firm determination to resolve them, we may find a resolution.”

He continued, “We will respond firmly to malicious complainants who assault or threaten employees,” and said, “We will create an environment where employees working at the forefront of administration to provide better civil complaint services can work with peace of mind.”
