Lee Gwon-jae, mayor of Osan City, Gyeonggi Province, asserted that the establishment of Osan Urban Corporation must be a prerequisite for the efficient development of the 'Segyo 3 Public Housing District' and the advancement of Osan City.
Mayor Lee made this statement at a press conference held at Osan City Hall on the 16th.

Mayor Lee said, "The development of Segyo 3 District has been a long-cherished project for the development of Osan City," and evaluated, "With the government's designation of Segyo 3 District this time, it has become possible to properly establish the appearance of a new city linked with the existing Segyo 1 and 2 Districts."
Earlier, the Ministry of Land, Infrastructure and Transport announced the designation of five public housing districts, including three in the metropolitan area?Osan Segyo 3, Yongin Idong, and Guri Topyeong 2?and two in local areas?Cheongju Bunpyeong and Jeju Hwabuk 2?promising to supply a total of 80,000 housing units. Among these, Osan Segyo 3 District will be developed as an advanced semiconductor industry support city equipped with 31,000 housing units and research and development (R&D) functions on a 4.33 million square meter site covering the areas of Gasu, Gajang, and Gwoldong in Osan City. Originally, Segyo 3 District was a land development district planned by Korea Land and Housing Corporation (LH) for 23,000 housing units, but the district designation was completely withdrawn during the nationwide project restructuring process in 2011.
Mayor Lee promised, "We will strive to prepare realistic compensation measures and resettlement plans to protect the rights and interests of landowners included in the project area and minimize property damage."
He particularly pointed out that the establishment of Osan Urban Corporation, which is currently stalled due to conflicts in the city council, is the first key step for the successful development of the Segyo 3 Public Housing District. He argued, "Until now, Osan City's development has been led by large public enterprises such as LH and Gyeonggi Housing and Urban Corporation (GH)," adding, "Because of this, there have been limitations in development that considers local conditions."
He continued, "We must promote systematic urban development suitable for Osan City to prevent indiscriminate development," emphasizing, "An urban corporation that can act as a control tower for development is absolutely necessary."
Mayor Lee added, "Besides Segyo 3 District, there are many projects requiring the role of the urban corporation, such as the 'Unamtteul AI City Urban Development' project," and noted, "The city can secure profits from development and reinvest them in other public projects, creating a virtuous cycle effect." He also suggested specific roles for the urban corporation, including the construction of public facilities such as government buildings, urban regeneration of the old downtown area, and development of sites for relocating reserve forces training grounds.
Mayor Lee explained that the establishment of the urban corporation is an unavoidable task to meet the economies of scale of a 'large city with a population of 500,000.' He elaborated, "Due to high land prices in Osan City, there are limits to attracting companies through industrial complex development," and added, "Securing stable finances through population inflow via urban development is the alternative."

Mayor Lee expressed confidence, saying, "If operated soundly with an appropriate project scale and capital soundness as the top priority, there will be no concerns about insolvency raised by some quarters."
