Follow-up Measures for Housing Supply Activation Plan
The government has designated five new housing site candidates nationwide, including Guritopyeong 2, Osan Segyo 3, Yongin Idong, Cheongju Bunpyeong 2, and Jeju Hwabuk 2, and plans to supply a total of 80,000 housing units. This move appears to accelerate supply in response to concerns about future housing shortages due to a sharp decline in recent permits and construction volumes amid the downturn in the real estate market. Along with this, a metropolitan transportation plan will be prepared and introduced to realize the concept of transportation first, occupancy later.
On the 15th, the Ministry of Land, Infrastructure and Transport announced new housing site candidates totaling 80,000 units across five districts nationwide. This is the third announcement of new housing site candidates since the inauguration of the Yoon Seok-yeol administration, following Gimpo Hangang 2, Pyeongtaek Jije Station Area, and Jinju Munsan, and is a follow-up measure to the "Housing Supply Activation Plan" announced on September 26. The government plans to announce additional new housing sites next year in areas with good metropolitan transportation networks if necessary.
In the metropolitan area, three districts with excellent locations close to downtown Seoul, near railway station areas, and adjacent to advanced industrial complexes were selected: Guritopyeong 2 (18,500 units), Osan Segyo 3 (31,000 units), and Yongin Idong (16,000 units), totaling 65,500 units. In non-metropolitan areas, two districts showing increasing jobs and population, Cheongju Bunpyeong 2 (9,000 units) and Jeju Hwabuk 2 (5,500 units), where public housing supply was insufficient, were selected as candidates, totaling 14,500 units.
The government plans to develop all new housing site districts as "integrated self-sufficient living zones" by linking them with nearby existing downtowns, housing districts, industrial areas, and so forth, to supplement and share the previously lacking urban functions and infrastructure. To create eco-friendly cities that coexist with nature, about 30% of the district area will be secured as parks and green spaces, and these green spaces and waterfront areas will be connected in a linear fashion accessible by foot. To develop child-friendly cities, an "Idolbom Cluster" will be established within the districts, gathering childcare facilities such as daycare centers and child care centers, cultural facilities like libraries, hospitals, academies, cafes, and other support facilities in one place. Furthermore, to ensure convenient transportation in all districts, new roads and public transportation routes will be established and finalized, significantly improving transportation conditions. A metropolitan transportation improvement plan to realize this will be prepared and finalized within one year after district designation.
The government plans to complete the designation of the newly announced housing sites by the first half of 2025, approve district plans by the second half of 2026, and proceed with the first pre-sale and housing project approvals in the first half of 2027.
Kim Oh-jin, the first vice minister of the Ministry of Land, Infrastructure and Transport, stated, "We will continue to supply public housing sites steadily to ensure that high-quality housing is sufficiently supplied where there is demand, and devote all efforts to stabilizing national housing."
Meanwhile, to eradicate speculation in public housing districts, the government will thoroughly implement anti-speculation measures in four major areas: prevention, detection, punishment, and recovery. The areas surrounding the new housing sites will be promptly designated as land transaction permission zones, and a joint anti-speculation inspection team composed of related agencies will be formed and operated.
