Gyeonggi Office of Education Improves Inefficient Autonomous Ordinance Promulgation Procedures
The Gyeonggi Provincial Office of Education is set to improve the inefficient promulgation procedures for autonomous regulations. This is because the electronic document approval systems of central government ministries, local governments, and metropolitan and provincial offices of education operate differently.
Central government ministries and local governments handle the approval, signature, and official seal stamping of promulgation documents through electronic document systems. However, the electronic document systems of domestic metropolitan and provincial offices of education have not implemented these functions.
To address this inefficiency, the Provincial Office of Education has partnered with the Gyeonggi Education Information and Records Institute and the Korea Education and Research Information Service (KERIS) to launch a pilot project starting last month.
Lee Miyong, Administrative Management Officer at the Provincial Office of Education, explained, "In the promulgation procedure for autonomous regulations, local governments record the date after the head of the organization signs the full text of the promulgation document and stamps the official seal. However, the Provincial Office of Education must manage the original promulgation document as a non-electronic document by applying the superintendent’s handwritten signature and the office’s official seal after the superintendent’s electronic approval." She added, "As a result, over 100 promulgation documents annually undergo redundant tasks such as electronic approval and handwritten signatures, and managing these handwritten signed promulgation documents leads to the production and management of at least 3 to over 100 non-electronic (paper) documents, causing difficulties."

Meanwhile, the Provincial Office of Education plans to share the improved promulgation procedure cases with other metropolitan and provincial offices of education after the pilot operation.
