The People Power Party has decided to request President Yoon Suk-yeol to exercise his veto power regarding the so-called 'Yellow Envelope Act' and the 'Broadcasting 3 Acts,' which passed the plenary session on the 9th.
Additionally, starting from this day, the People Power Party plans to conduct an online filibuster (legal obstruction of parliamentary proceedings) concerning the impeachment motion against Lee Dong-gwan, Chairman of the Korea Communications Commission, which was blocked during the previous plenary session. They also intend to file a constitutional dispute over the authority against National Assembly Speaker Kim Jin-pyo, who approved the withdrawal of the impeachment motion, and seek a provisional injunction to prevent the Democratic Party from reintroducing the impeachment motion.
Kim Ki-hyun, leader of the People Power Party, stated at the Supreme Council meeting held at the National Assembly on the 13th, "For the people and the nation, we will recommend that President Yoon Suk-yeol exercise his veto power on the aforementioned laws (the Yellow Envelope Act and the Broadcasting 3 Acts)." The People Power Party has expressed opposition to the Yellow Envelope Act (an amendment to the Labor Union and Labor Relations Adjustment Act), which aims to limit indiscriminate damage claims by companies against striking workers, and the Broadcasting 3 Acts (amendments to the Broadcasting Act, the Foundation for Broadcast Culture Act, and the Korea Educational Broadcasting System Act), which change the governance structure of the Korean Broadcasting System (KBS), Munhwa Broadcasting Corporation (MBC), and the Educational Broadcasting System (EBS).

View original imageThe People Power Party judged that there was a violation of the National Assembly Act during the withdrawal process of the impeachment motion against Chairman Lee at the plenary session where the bills were submitted. Accordingly, at 11 a.m. on the same day, they submitted a constitutional dispute over authority and a provisional injunction application to the Constitutional Court. They claim that the Democratic Party submitted the withdrawal letter of Chairman Lee's impeachment motion to Speaker Kim without agreement with the People Power Party on the 10th, and that Speaker Kim's approval of the withdrawal letter violated the National Assembly Act. Article 90, Paragraph 2 of the National Assembly Act stipulates that "when a member withdraws a bill or consent that has been an agenda item at a plenary session or committee, the withdrawal must be approved by the plenary session or committee."
If the provisional injunction requested by the People Power Party is granted before the plenary sessions scheduled for the 30th of this month and the 1st of next month, it will be impossible to submit an impeachment motion with the same content. However, the National Assembly Secretariat previously judged that since the impeachment motion reported to the plenary session was not discussed as an agenda, withdrawal was possible. Article 90, Paragraph 1 of the National Assembly Act states that if more than half of the members who proposed the bill express their intention to withdraw, the bill can be withdrawn. The re-submission of the impeachment motion is expected to be decided based on the Constitutional Court's ruling.

Yoon Jae-ok, floor leader of the People Power Party, said, "The impact of the disastrous legislation, which includes the illegal strike-promoting law and the Broadcasting 3 Acts forcibly pushed by the Democratic Party, is significant." He added, "Considering that these bills were not pursued when the Democratic Party was in power, they are well aware of the problems these bills have. The current legislative rampage is more for political gain than for the country and the people." Yoon explained, "The Democratic Party tried to process the malicious impeachment motion simultaneously with the forced passage of the bills, so our party had no choice but to give up the filibuster in the National Assembly to stop it. However, we felt it was our duty to explain the problems these bills will cause in our society and why they should not be promulgated."
