University Innovation Support 'Gyeongbuk RISE Center' Opening Ceremony ... "Regional Universities as Drivers of Local Growth"
On the 9th, Gyeongbuk Province held an opening ceremony for the ‘Gyeongbuk RISE Center,’ a dedicated support institution for establishing the Regional Innovation-centered University Support System (RISE), at the Gyeongbuk Provincial Office.
The opening ceremony was attended by Lee Cheol-woo, Governor of Gyeongbuk Province; Lim Jong-sik, Superintendent of Gyeongbuk Office of Education; Jeong Hyun-tae, President of Kyungil University; Lee Seung-hwan, President of Gumi University; Pi Seung-ho, Vice President of SK Siltron; Jeong Seo-jin, CEO of Hwashin; Seo Jung-ho, CEO of Ajin Industry; Lee Sang-gyun, Plant Manager of SK Bioscience Andong Factory; Yoo Cheol-gyun, Director of Gyeongbuk Research Institute; Song Kyung-chang, Director of Gyeongbuk Economic Promotion Agency; and other members of the Gyeongbuk Regional Cooperation Committee.

View original imageThe Gyeongsangbuk-do RISE Center was designated as a dedicated institution for region-led university innovation as a follow-up measure after Gyeongbuk Province was selected as a pilot region for the ‘Establishment of Regional Innovation-centered University Support System’ promoted by the Ministry of Education in March this year. Currently, it operates with a working team of six members.
The RISE system is a higher education innovation task promoted as part of the current government’s national agenda, ‘Now is the Era of Local Universities,’ aiming to decentralize university authority to local governments. The RISE Center plays a hub role in establishing a stable foundation for the university support system led by Gyeongbuk Province and strengthening the regional innovation capabilities of local universities.
The main functions of the Gyeongsangbuk-do RISE Center include discovering policies to achieve innovation visions and goals among local governments, universities, and enterprises; establishing basic and execution plans for RISE; implementing policy projects; building cooperative networks between regional universities and companies; analyzing RISE outcomes; establishing management systems and databases; and creating a framework for the advancement of higher education.
Additionally, to deliberate and decide on important matters regarding the operation of the collaboration system between local governments and regional universities, the center operates the ‘Gyeongsangbuk-do Regional Cooperation Committee,’ composed of heads of universities, public institutions, and local enterprises affiliated with the dedicated institution. The center plans to develop various university innovation support measures, including fostering universities specialized in regional industry-based fields and applying regulatory exemptions through designation as a higher education specialized region.
