Jongno-gu, Seoul's First 'Developmental Disability Challenge Behavior Analysis System' Established
Establishment of CCTV and AI Engine System for Analyzing Challenging Behaviors at Jongno Lifelong Education Center for Developmental Disabilities... Real-Time Monitoring to Analyze and Record Challenging Behaviors, Build DB, and Provide Comprehensive Expert Solutions
Jongno-gu (District Mayor Jeong Munheon) has become the first among Seoul’s 25 autonomous districts to establish a ‘Challenging Behavior Analysis System for People with Developmental Disabilities’ and is launching effective and systematic care services for people with developmental disabilities and their caregivers.
On the 6th, an ‘AI-based Challenging Behavior Analysis System Opening Ceremony for People with Developmental Disabilities’ was held at the Jongno Lifelong Education Center for People with Developmental Disabilities (Jongno 17-gil 8).
The event marked the official start of the project, which Jongno-gu, Seoul City, and SKT have been jointly promoting since February. Attendees included Jeong Munheon, Mayor of Jongno-gu, Kim Sujeong, Legal Representative of the Seoul Parents’ Association for People with Disabilities, and Eom Jonghwan, Vice President of SKT. The program proceeded with progress reports, congratulatory speeches, project introductions, and institution tours.
Challenging behaviors of people with developmental disabilities, including self-harm, frequently occur in daily life and are considered factors that reduce the quality of life for both the individuals and their families.
Although analysis and psychological and behavioral therapy to alleviate challenging behaviors are urgently needed, it is impossible to have related personnel on duty 24 hours a day, and due to the nature of the behaviors often occurring suddenly, objective observation and analysis are difficult.
Furthermore, the use of social welfare facilities is also limited, increasing the burden on caregiving family members and care workers.
In response, Jongno-gu, together with Seoul City and SKT, installed this system equipped with CCTV to identify challenging behaviors of people with developmental disabilities and an AI engine for data analysis at the Jongno Lifelong Education Center for People with Developmental Disabilities. Jongno-gu and the center participated in the public contest to select the service provider and operate the system, Seoul City provided the budget, and SKT offered technical support.
The ‘Challenging Behavior Analysis System for People with Developmental Disabilities’ features an AI that provides real-time monitoring, analyzes and records challenging behaviors of people with disabilities, builds a database through report functions, and ultimately offers comprehensive expert solutions.
This is expected to reduce the burden on primary caregivers and ultimately improve the quality of life for people with disabilities and their families.

Mayor Jeong Munheon stated, “I hope that the introduction of Seoul’s first AI-based system will contribute to alleviating challenging behaviors of people with developmental disabilities,” adding, “We will continue to maintain interest and efforts to guarantee the rights of people with disabilities and improve their quality of life.”
