Daegu City Council Enters 40-Day Regular Session... Administrative Audit and Budget Review
The Daegu Metropolitan Council (Chairman Lee Mankyu) will hold the 305th regular session from the 6th to December 15th, conducting a 40-day schedule including administrative audits, review of the 2024 budgets for Daegu City and the City Office of Education, and deliberation on ordinances.
During this regular session, the Daegu Metropolitan Council will review a total of 43 agenda items, including the '2024 Daegu City and City Office of Education Revenue and Expenditure Budget,' the '2023 Daegu City 2nd Supplementary Budget,' eight budget and fund operation plan (amendment) proposals, 21 ordinance proposals for enactment and revision, and 14 consent proposals.
Among the ordinance proposals for enactment are those initiated by council members from each standing committee, such as the Ordinance on the Activation of Parking Sharing in Daegu City (Councilor Park Soyoung, Dong-gu 2), Partial Amendment to the Daegu City Urban and Residential Environment Maintenance Ordinance (Councilor Kim Daehyun, Seo-gu 1), and Partial Amendment to the Basic Ordinance on Promotion and Convenience of Public Transportation Use in Daegu City (Councilor Kim Jungok, People Power Party, Proportional Representation).
The Daegu Metropolitan Council will commence the session on the 6th with an opening ceremony and the 1st plenary session. On this day, Deputy Mayor of Daegu City for Economic Affairs Lee Jonghwa is scheduled to present the proposal explanation for the 2023 supplementary budget, followed by policy speeches by Daegu Mayor Hong Junpyo and Daegu City Superintendent of Education Kang Eunhee regarding the 2024 budget submissions.
From the 7th to the 20th, a 14-day administrative audit will be conducted. Each standing committee will audit 69 locations including Daegu City Hall, the City Office of Education, affiliated business offices, and public institutions, covering overall city administration from last year to this year.
In this audit, the Daegu Metropolitan Council plans to thoroughly investigate illegal and improper administrative cases, hold responsible parties accountable, and faithfully perform its role of oversight and monitoring to ensure a citizen-centered audit is promoted.
Additionally, the council will focus on verifying pressing issues such as the local fiscal management situation due to national tax deficits and local tax reductions; innovation efforts and problems of the Daegu Culture and Arts Promotion Agency and Daegu Happiness Promotion Social Service Agency, which were launched last year through public institution mergers; progress in establishing growth hubs for Daegu’s five future industries including ABB, mobility, robotics, semiconductors, and healthcare; matters related to the construction of the integrated new airport and development of the K-2 former military base site; and the City Office of Education’s response to rational adjustments of school districts due to declining student numbers.
On the 21st and 22nd, standing committees will review agenda items including the '2023 2nd Supplementary Budget' and related ordinance proposals. From the 23rd to the 27th, the Budget and Accounts Special Committee will conduct additional review and adjustments of the supplementary budget proposals after preliminary reviews by the standing committees.
On the 28th, the 2nd plenary session will be held to approve the supplementary budget and ordinances passed by the committees, and conduct city administration questions and 5-minute free speeches.
From the 29th to December 4th, standing committees are scheduled to review the next year’s budget proposals. After preliminary reviews by the standing committees, the budget proposals will undergo detailed examination and adjustments by the Budget and Accounts Committee from December 5th to 11th, and then be submitted to the 3rd plenary session.

On December 12th, the 3rd plenary session will be held to finalize the approval of the '2024 Budget and Fund Operation Plan.' Subsequently, on the 13th and 14th, standing committees will review the administrative audit result reports, and on the 15th, the 4th plenary session will be held to finalize the adoption of the administrative audit results, ordinances, and other agenda items, concluding the 2023 legislative schedule.
