First Commitment to International Cooperation
The United States, the European Union (EU), the United Kingdom, China, and other major countries have pledged cooperation for the first time, expressing concerns that artificial intelligence (AI) could cause serious harm.
On the 1st (local time), the "Bletchley Declaration" containing this commitment was announced at the inaugural "AI Safety Summit" held at Bletchley Park in the UK.
The 28 countries including the United States, China, and South Korea, along with the EU, which joined the Bletchley Declaration, agreed that frontier AI?referring to AI with advanced capabilities?could potentially cause catastrophic damage.
They emphasized that given the rapid pace of AI technological development, it is urgent to quickly enhance understanding of these risks and countermeasures, and that countries should establish policies and cooperate with each other.
During the event, which continues until the 2nd, about 100 participants including world leaders from major countries, big tech executives such as Tesla CEO Elon Musk, and academic experts gathered to seek, for the first time, international joint responses to the technical risks of advanced AI such as generative AI.
UK Prime Minister Rishi Sunak was quoted by foreign media as saying, "It is urgent for the world's leading AI powers to understand AI risks," and described the outcome as "a groundbreaking achievement agreed upon to help secure the future for generations to come."
Prime Minister Sunak proposed this event amid growing concerns about AI safety following the emergence of ChatGPT. The UK aims to lead regulatory discussions in the rapidly developing AI market. The United States also demonstrated its intention to lead global AI regulatory discussions by President Joe Biden signing the "Executive Order on Safe and Trustworthy AI" on the 30th of last month, two days before this AI summit.
