Seongdong-gu's Full-Scale Safety Management Response in Preparation for Halloween

Seongdong-gu, Seoul (Mayor Jung Won-oh) will implement safety management measures centered around the Seongsu-dong cafe street area from the 27th to the 31st of this month to prevent crowd-related accidents ahead of Halloween Day.
Seongsu-dong is an area where factories, knowledge industry centers, and cafes coexist, and has recently emerged as a cultural complex hub among young people, leading to an increase in floating population. Seongdong-gu will set up an on-site situation room at the Seongsu-dong Shoe Theme Park from the 27th to the 31st ahead of Halloween Day. In addition, it will actively manage safety by conducting on-site patrols in cooperation with related organizations such as Seongdong Police Station, Seongdong Fire Station, and Seoul Metro.
Accordingly, two meetings were held on October 19 and 24 with related organizations to discuss each institution’s roles and cooperation measures. The Seongdong Police Station plans to deploy patrol vehicles focusing on crowd congestion risk points around Seongsu-ro and Yeonmujang-gil and will deploy personnel in stages according to the on-site situation. The Seongdong Fire Station will position fire trucks and firefighters nearby to enable immediate response to emergencies and will operate an on-site patrol team composed of volunteer firefighters.
Seoul Metro plans to encourage subway users to use entrances other than Exit 3 of Seongsu Station, which is usually crowded. To this end, safety management personnel will be stationed inside the station, and during the ‘severe’ risk stage of crowd accidents, plans are in place for trains to pass through Seongsu Station without stopping.
Seongdong-gu will share response plans by institution and respond on-site through cooperation between public officials, the autonomous disaster prevention group, police, and other public-private partnerships. Obstructions that interfere with pedestrian flow will be removed in advance, and illegal parking will be intensively monitored and controlled.
Seongdong-gu will also utilize the recently introduced crime prevention system for walking paths. This system incorporates a crowd reporting system for CCTV monitoring without blind spots. By scanning an information pattern (QR code) on-site, real-time video can be transmitted to the district office’s Smart City Integrated Operation Center via mobile phone.
All related organizations will share on-site situations in real time and use the disaster safety communication network for rapid dissemination and response in case of disaster situations. The disaster safety communication network is a nationwide integrated communication network that unifies wireless communication networks of disaster-related institutions such as police stations, fire stations, military units, and local governments. On the 24th, a simulation drill using the disaster safety communication network was completed with the participation of Seongdong-gu Office, Seongdong Police Station, Seongdong Fire Station, and Hanyang University Hospital, presided over by the district mayor, assuming a crowd accident scenario. Seongdong-gu will conduct a pre-inspection around Seongsu Station on the 26th with related organizations including Seoul City and will begin focused safety management in earnest from the 27th.
